PERFORMANCE CHALLENGE FUND The Performance Challenge Fund (PCF), established in 2010, is a performance-based reform program of the Department that seeks to rationalize inter-governmental transfers of the national government to local government units (LGUs) and encourage the convergence of local development initiatives with national development agenda and priorities under the Philippine Development Plan (PDP) 2017-2022. LGUs that passed the SGLG are now eligible to receive the PCF incentive. The PCF is a grant or cash award given to eligible LGUs to support the high-impact local development projects identified as a priority by the local government. The implementation in CY 2019 were projects for the seven (7) beneficiaries in Abra with a total allocation of Php 22.2 million. These municipalities passed the SGLG in CY 2018, thus as of December 31, 2019, six (6) of the seven (7) projects have all been completed with only the project of Dolores in Abra which is still on going.
