Optimism remains within the real estate industry after 2021 boom

The real estate market in the second quarter (Q2) of 2023 is keeping pace with that of the first, with realtors urging agents to think outside of the box to keep clients interested.

And while the boom of 2021 has slowed down somewhat –beginning in 2022 - opinions differ about whether the sector has grounded to a halt.

Sean O'Neill, Managing Director of The Agency Turks & Caicos explains in his quarterly report why he remains optimistic about the market, while a Turks and Caicos Real Estate Association (TCREA) Market Report shared a detailed analysis of market trends.

O'Neill shared that while some in the industry believe the slowdown began in late 2022, they, at The Agency, do not subscribe to that theory.

“Are there as many buyers in the market as we saw in 2021? No, but that does not mean that we do not have a lot of eager buyers looking for a property, they just don’t always have the properties they want right away.

“As we saw in Q2, well-priced, well-marketed properties moved exceptionally quickly, with

multiple offers and at or over the asking price,” O’Neill shared, a view that was also expressed in his first quarter report.

He has urged brokers and agents to work harder in order to find properties that meet the requirements of their buyers.

“Most importantly over the first six months of this year, we have had a lot of fun. Our team continues to grow and support each other as we target even greater projects on the horizon,” he added, saying that he believes there is plenty of opportunity out there.

CHANGES IN THE MLS

TCREA in their report explained a recent change in the system that now allows new developments to be listed as sold in the multiple listing services database (MLS) once the land closes and the associated construction contract is signed.

Previously these were listed in the MLS as close after property completion, which created an approximate five-year lag time as they await the completion of major condominium projects and new villa developments.

“This change will ensure that our Market Reports will better reflect our real time market conditions, at least regarding New Development

Single Family residences and villas.

“Condominium sales data will continue to lag though, as project completion is a condition to closed sales in our MLS system,” TCREA explained.

The Association outlined that after the second quarter of this year, market reports will show that TCI’s sold dollar volume will be even with last year - $373M versus $375M.

This will be led by Single Family Homes sold dollar volume, which nearly doubled last year$275M versus $144M.

However, they said much of

this inventory was actually sold between late 2020 and the Summer of 2022.

“South Bank for example has thirty-five villas either under construction or newly completed, and this inventory remained in ‘pending transactions’ until very recently when the transactions were belatedly entered into our production reports as sold.

“Moving all these pending transactions over to sold of course means that pending activity (signed contracts) went down 55%.”

The Association noted that the takeaway is that TCREA sold a lot of single-family homes over the

past thirty months - led by South Bank, then Beach Enclave, and more recently, the Strand.

“Secondly, we have established single-family homes as a true luxury segment as the 118% increase in average price demonstrates - $3,572,350 versus $1,637,988.

“Thirdly, we are in a build-andcomplete phase as we wait for new projects and pipeline projects to ripen.

“Fourth, the newly sold residences of today become the re-sale inventory of the future, and finally, new projects are in the pipeline to replenish supply.”

Lobster season opens August 1

As the anticipated opening of lobster season draws close, the fisheries ministry is reminding fishing interests of the legal restrictions that are in place when fishing.

The season starts on Monday, August 1 and runs through to March 31, 2024.

There are six amended restrictions relating to crawfish, as per Section 15 of the Fisheries Protection Ordinance (Ordinance 5 of 1941).

Police deploying full investigative powers to bring criminals to justice – says Governor

Governor Dileeni DanielSelvaratnam this week stated that the Royal Turks and Caicos Islands Police Force is executing the full force of its investigative powers to bring those responsible for crime in the TCI to justice.

Her comments followed two fatal shooting incidents which occurred in less than 24 hours on Wednesday, July 18, 2023. the first in the Grace Bay area and the second in Kew Town.

The recent spate of shootouts and murders has stirred panic and re-ignited fear in residents of the affected communities in Providenciales.

The governor in a statement on Tuesday, July 18, offered her sincere condolences to the families and friends of those who lost their lives through senseless acts of violence.

She said; “I share the concerns of those affected by these and recent incidents, I understand that there will be a heightened fear for the safety of our communities”.

She informed residents that the police are actively investigating the respective incidents and undertaking a number of “identified

investigative leads”.

“Police patrols are in deployment in targeted areas across Providenciales, with an increased policing presence in the Grace Bay, Five Cays and Kew Town areas.

“As governor, I want to assure

you that under the leadership of the Acting Commissioner, Rodney K. Adams, the RTCIPF is executing the full force of its investigative powers and remain determined in their efforts to bring those responsible to justice”, she added.

The territory’s new governor who was sworn in three weeks ago, said she is working alongside the National Security Council, and taking active ownership of the wider strategic response “to ensure the threats to the nation’s safety and security are gripped through

intelligence-led interventions and enforcement action”.

She appealed to residents in the TCI to do their part to assist the police with their investigations by speaking up and reporting any information on incidents.

“I fully support the acting commissioner’s appeal for information, if you have any information related to the incidents or believe you know a family member, a friend or a loved one that is vulnerable to associating with those involved in this activity or in possession of a dangerous weapon, say something.

“We cannot do this alone; safer communities require continued and dedicated collaboration from each one of us to help reduce the room to operate for those who are seeking to commit a crime.

“Your assistance could be instrumental in advancing the police investigations and ensuring that those responsible are brought to justice”, she added.

Cabinet discusses ‘zero-emission’ waste management proposal

A 20-year Integrated Solid Waste Management Strategy aimed at addressing a myriad of waste management issues in an environment-friendly manner is still high on the government’s agenda.

To this end, the cabinet recently discussed a “paper on the Integrated Solid Waste Management Project for the Turks and Caicos Islands, co-funded by the Caribbean Development Bank, providing strategic planning and design of an improved Solid Waste Management System which will benefit all islands”, a post-Cabinet statement said.

The cabinet meeting chaired by HE Acting Governor, Anya Williams, was also presented with a “zero-emission, environmentfriendly, waste management proposal” with the capacity to clear existing landfills, generate electricity, create employment opportunities, and produce various waste products which can be used in the construction and agricultural sector.

For many years the Turks and Caicos Islands has suffered very low and insufficient Solid Waste Management (SWM), with most of the waste being disposed of at

unlined landfills in Grand Turk and Providenciales.

In an effort to address these issues, the Government of the Turks and Caicos Islands received financing from the Caribbean Development Bank (CDB) to the tune of US$672,500 towards the cost of the Integrated Solid Waste Management Project in 2019.

Earlier this year, the Government sought the services of HYDEA an international design and consulting company to lead a joint venture with its partners Resources & Waste Advisory Group Ltd (UK) and Coastal Design & Engineering Ltd (TCI) to assist the TCI with its Integrated Solid Waste Management Project, funded by the CDB.

The consulting company which specialises in architecture, infrastructure, engineering and environment projects explained on its website that data collected from the Turks and Caicos Islands shows that the amount of waste disposed of increased by an order of magnitude in the period 20052016, from two to 15 tonnes/day at Grand Turk, and from 12 to 130 tonnes/day at Providenciales.

In addition to the main disposal sites, in Providenciales and in

Grand Turk, there are smaller ones are in North Caicos (Kew and Bottle Creek), Middle Caicos (Lorimers), South Caicos (south of the airport), and Salt Cay (southern tip).

The consortium’s work got

underway in February 2023 with a 12-month completion time frame to develop a countrywide Integrated Solid Waste Management Strategy and the Preliminary and Final Design of solid waste disposal facilities for the territory.

IMMIGRATION ORDINANCE

THE proposed overhaul of the Immigration Ordinance announced by the government two weeks ago has garnered mixed reactions from residents and the expatriate community online, key changes to the immigration ordinance proposed by the government include: changes to time limits on work permits for skilled and unskilled applicants; the number of years on a work permit or residence permit to qualify for permanent residence certificates (will increase from 10 to 15 years); as well as the opportunity for business visas and some classification of temporary work permits to be purchased at ports on arrival.

Speaking to the consultation process, Minister for Immigration Hon Chuck Musgrove said: "I am now asking that the public make a concerted effort to actively participate in the many avenues for engagement on the proposed amendments and to ensure that they provide feedback so that we all work together to shape the future of our beloved country! What are your thoughts?

Cart before the horse

The proposal has already been printed … so asking for our input is rather putting the cart before the horse!

Also - the suggestion of a three-month break between work permits must have been made by someone who is not a business owner as it would be VERY inconvenient for an employer to be without a trusted employee for so long and have to find someone else to fill the gap! Business people continue to employ people because they are hardworking and committed employees. They don’t need the added hassle of finding others to do the work.

This idea will not decrease the population, it will only add to it.

Surely the simplest solution is to change the link between PRC and BOTC …?

We need hard-working people in all sectors of our society … and if they are committed to the islands let them have PRCs and continue contributing to the economy.

Paradise lost

This process is good but comes too many years after the fact and after “paradise is lost”. There was a time in TCI’s history,

say the early 90s when the gates were flung wide open to let all and sundry in. Without thinking or caring about the consequences of just awarding Belongerships, Turks & Caicos Islander status grants were awarded far and wide. This was a wrong move that imperiled the state and welfare of the nativeborn Turks & Caicos Islanders.

When the Government decided to be “fair to those who came and truly assimilated amongst us” certain grants were properly awarded. That cohort of investors, former expatriates who came to the TCI made genuine friends, made reliable business and social contacts and the “opening of the door” worked well. Yet the floodgates flew wide open and the islands were assaulted by “ne’er do wells”, illegal migrants and a class of investors whose intent was to exploit, take what they could, and repatriate profits away from the islands, The result is seen in the marginalisation of the Turks & Caicos Islander, the day of “come-uppance” where he is rendered as a second class citizen in his own country because he handed the keys of paradise to the enemy, ie the second wave of expatriates who came to plunder, take what they can and leave the rest behind.

Clearly seen in the resort industry, legal profession, tourism and the real estate industry. In tourism, there is little and no evidence of TCI’s culture on display. With

real estate, that sector is dominated by nonTurks & Caicos Islanders with the natives present but mainly as an onlooker. This is the fruit of weak laws, immigration rules not being enforced and the reserved category of business licensing being ignored, exploited, undermined and employed to the detriment of the TCIslander, the very category of person it was designed to protect.

Gates too wide open

In the wake of the Interim Regime of 200912 when the regime of Mike Misick was aborted, the British moved in with a massive review of the immigration system with a view to bringing greater fairness to it. Lots of new rules and guidelines were introduced to make it easier to qualify and to get into it.

This benefitted the illegal migrant greatly and the new class of expatriates. These new expats did not “know the pharaoh” of old and they did not come here to befriend the native but really to seek and to destroy. This is seen where the economy is carved neatly into “Grace Bay” and in the rest of Providenciales there is a ‘second city”.

So, in the last 20 years with a combination of low incomes, weak economic social structures, fathers and parents unable to care for their children, a new and deadly crime wave erupted. Our leaders have no real policy analysis or coherent reaction to these issues. This is why they are seeking to close the gates on immigration after the horse is out and the damage is done.

Alas, there is little that can be done to address the situation at this stage. The gates are too wide open and the TCI has become a “Land of unwalled villages” These reforms will not address or deal with the situation as they are too little too late. The damage is done.

Overhaul the system from within

Close the door on new Belongerships/ Turks & Caicos Islander Status. If the new generation of expats and children of the illegal need protection, give them Permanent Residency status and let them qualify for UK Overseas Territories citizenship and UK passports. The result will be that the UK get what they want and a backdoor of the newly enfranchised UK citizenry, albeit through the back door of the TCI.

The government should close the reserved category of business licensing much further to 90% so that very few areas would be left to NO_TCI Control. The proposed changes to “work permits for skilled and unskilled applicants, the number of years on a work permit or residence permit to qualify for permanent residence certificates will increase from 10 to 15 years, as well as the opportunity for business visas and some classification of temporary work permits to be purchased at ports on arrival” will not do much to change the dynamics on the ground.

The TCIslander is left without protection

in his country. They are always pushing the UK narrative that “this is no longer your country”!

So, what is there to protect? Immigration officials, customs officers and other security personnel should be given realistic salaries, a minimum of $50,000 per annum.

The idea is to give them proper career prospects and to reduce the need to consider bribes which are ever-present. Allegations fly where work permits are sold and the policing mechanisms in the system have been weakened.

That certain customs officials are paid handsomely to decline checking containers at the port. While the “doctrine of open borders” may bode well for the US, UK, Canada, and European Unions because they want cheap labour, and slave conditions, this system does not suit a country the size of the Turks & Caicos Islands. The TCI is small and vulnerable and the last 30 years have shown it cannot work.

Suggestions

Widen the ability to give Investment Permanent Residency Certificates. This piecemeal legislative step will not help in any way.

To address the dichotomies in society emerging from the failures of policing immigration rules, a financial project needs to emerge where Turks & Caicos Islanders have access to a low-interest rate empowerment fund.

They do not have access to local mortgage companies and commercial banking finance. If they do, interest rates are too high and require judicial and governmental intervention. The agenda to empower the TCI must be merged with proper policing of the immigration rules, enforcement of work permits and related policies.

The government must open a wideranging dialogue with the public, a summit with the leader of the PDM opposition, the Hon Edwin Astwood. It requires political input and suggestions from all stakeholders: citizenry, the church, all of the political parties, the former independent candidates and the various chambers of commerce. TCI always tried to pattern itself from the strict immigration control regimes obtain in the Cayman Islands but that requires discipline.

As long as the borders of the TCI remain open, where there are leaks in the radar management and control systems, the illegals will come in and the country remains vulnerable.

Visitors’ visas for Haitian nationals suspended for another six months

Haitian Nationals will not be granted a visa to enter the Turks and Caicos Islands for another six months, as the TCI government has extended its moratorium on visitors’ visas.

The move comes as the number of irregular migrants attempting to enter the territory illegally and clandestinely over the last year has dramatically increased and both the TCI and Haiti are experiencing an upsurge in crime, according to the Minister of Immigration and Border Services, Hon Arlington Musgrove who announced these measures on Friday, 14th July 2023 via a media statement.

The moratorium on visitor visas for the French-speaking neighbouring country which took effect on the 12th of July 2023 is a continuation of the previously imposed moratorium implemented on 12th January 2023.

planning period; a Feasibility Study to recommend the preferred options for solid waste collection, transport, recovery and disposal; detailed engineering designs of new sanitary landfills and closure of old disposal sites, and prepare cost estimates and bid documents.

The consultancy is also tasked with designing a detailed programme of institutional strengthening, capacity building and awareness for TCIG agencies and other key stakeholders to enhance the sustainable management of solid waste in TCI.

The overall aim of the strategy is to reduce waste generation, increase recycling and provide the Country with a state-of-the-art Solid Waste Management system, thus reducing the waste leaks into the ocean and the environment, and greenhouse gas emissions (CH4 and CO2) into the atmosphere.

He said, “It is regrettable that this measure has to be extended. But it is necessary for the continued protection of our beautiful islands.

“My government will not waver

in protecting the borders of the Turks & Caicos Islands and will do so at all costs.”

The Minister noted that his Ministry will continue to review the moratorium to ensure that once the risks are minimised and the triggers are reduced, the ban could be lifted.

He said: “I thank my brave officers who continue to put service before self and ensure the protection of these beautiful by nature Turks & Caicos Islands.”

Man gunned down in the streets of Kewtown

Derrick Missick, also known as ‘Dope Baby’, was gunned down Tuesday afternoon (July 18) in Kewtown, while two others were reportedly wounded.

Police reported that the shooting occurred sometime around 2:41pm (which is the time they were notified) in the vicinity of Pink Bar and Musgrove Close in Kewtown.

Residents in the community had

alerted police to the gunshots, and upon their arrival at the location, officers and emergency services found the bloodied and lifeless body of the man laying at the side of the road.

Police said it was while they were at the crime scene that officers received information that a man and woman had arrived at the Cheshire Hall Medical Centre

seeking medical attention for gunshot wounds.

Both incidents are being investigated.

Acting Commissioner of Police, Rodney Adams described the incident as heartbreaking.

He gave assurances that the required resources have been committed in pursuit of the criminal elements bent on causing

distress and fear to law-abiding residents.

“We have to work together to prevent crime from happening. I am appealing to those with information on illegal activities, to say something. Help us in apprehending these perpetrators and bring them to justice,” Adams urged.

Political independence without financial independence is meaningless

As I watched the Bahamas celebrated its 50th anniversary I started to think about the other countries in the Caribbean who have gained independence. I also started to dig further into the meaning of independence. I concluded that these independent countries in the Caribbean are not fully independent. They have gained political independence from the UK, but they are not financially independent. On the other hand, there are some countries that are not politically independent, but they are financially independent.

Let us look at this on a personal level. You have moved out of your parents’ home and are now living on your own. You may feel like you are independent but are you independent. You are still depending on your parents for financial help, so you are not independent. This is the same principle on a country level.

Political independence is a

concept whereby countries make their political decisions on their own without approval from other countries even though some decisions are influenced by other major countries.

Financial Independence is a concept whereby you are in a financial position to take care of yourself financially for the rest of your life without having to depend on others.

Too many countries and too many people are in so much debt. They are obligated to these financial

institutions, and they have certain guidelines that they must abide by. Therefore, even though you may be politically independent, you are still depending on others to survive financially.

I think the best thing for anyone or any country to do is to aim for financial independence. What is the point of being politically independent when you are not financially independent? Of course, being politically independent is a great start and should be celebrated but it is not good enough if you

are restricted and controlled financially by other countries and financial institutions.

While becoming financially independent is a process, it is achievable, but it requires a plan, a plan that incorporates becoming financially independent by a certain timeframe. That is why I like the fact that our government has established a sovereign wealth fund and is now actively exploring additional streams of income from financial services through the establishment of TCI Finance. In addition, the Government does not have much debt.

Like the Government, on a personal level, we should follow suit to become financially independent. We need to find other means of income through the establishment of successful businesses and don’t get into much debt unless it will help you to make more money.

Finally, make sure you stick to the plans. This requires discipline, commitment, hard work, and longterm thinking.

Some of these independent countries make some of these dependent territories feel intimidated because they are not independent. They would throw shade at you saying that you still have a colonial mindset because you are not independent. You don’t have to be independent to be free of a colonial mindset. There are some individuals of independent countries that also have a colonial mindset. Furthermore, some of these independent territories still have symbols of colonialism in the administration of their affairs. In my opinion, while it is great to have political independence, true independence is when you have both political independence and financial independence. Political independence alone is inadequate.

Modern technology is changing the world imaginable. Tech Giants are investing heavily in research and development – accelerating the epoch of inventiveness and; consequently, the battle involving the most innovative tech companies for sway at the top of the world is well underway.

Undoubtedly, technology is the world’s next frontier, poised to unleash the next wave of productivity, and the explosion of artificial intelligence (AI), nanotechnology, cloud computing, machine learning and augmented reality has increased that importance.

Focusing on AI, and although some aspects of this invention are perceived as extremely dangerous, there are inherent value and opportunities attached to it. These upsides promise to impact the world for the next century through transformation of predictive healthcare, adaptive education and optimized crisis response and this is where it becomes relevant to the

However, we face enormous barriers, including a lack of specialized talents, limited investments in AI research and innovation, and regulations designed for ethical humancentric and transparent use of the technology across sectors.

Impacted by the world of technology, the TCI must collaborate and build partnerships with other nations – specifically the UK, and other regional players, when tackling technology challenges through the exchanging of ideas and expertise, and other resources.

More so, lawmakers should work closely with the Organization

for Economic Co-operation and Development global forum on technology to engage the global community concerning efficient use of the technology.

A vibrant AI ecosystem to unlocking benefits for citizens, businesses and Government entities is consequential and acquiring a highly skilled workforce to meet those demands of the 21st century is central.

This suggests, the workforce should have access to online AIbased courses and Government’s programmes at the community college, among other technologydriven initiatives.

Besides, launching transformative AI programmes

are ideal to realize potential opportunities for disruptions derived from natural strengths in high-potential areas, such as smart tourism, a smart island initiative and a digital platform, so businesses and individuals can access Government’s services and resources and an electronicpayment system.

And assembling a centralized AI authority to realize the value of AI should be established to manage TCI’s approach to adopting AI, among other technologies and benefits.

This approach will enable the Government to harness the power of the technology through personalized services and automated processes and a virtual assistant to help citizens and businesses navigate Government’s services through AI-powered voice or chat.

And establishing a systematic approach deigned to actively monitor and penalize those who failed to effectively manage AIassociated risks is paramount –

making this environment ideal for an efficient workforce to function in.

Unequivocally, Big Tech will dominate the new digital order; rather than, the Government; henceforth, the authorities must set standards to regulate this invention and create a tech diplomacy network to bring tech professionals from the public and private sectors to help transform the economy in a sustainable and inclusive manner through innovation.

All these factors are achievable only if lawmakers and businesses are committed to fund AI-based research and development.

The Government; however, must pave the way for capturing the full value of AI by educating the private sector about AI potential, identifying major opportunities and supporting the adoption of AI technologies to be used ethically and securely, while addressing technological risks.

This good news, the gospel, is so transformative, that it turns our perspective inside out. The gospel tells us we can be content with little, we can rejoice in tribulations and we can rely on God’s strength when we are weak. The teachings of the Bible can be applied to every aspect of our lives. Big feet, big what?

You’ve probably heard what they say about guys with large feet: Yes, they wear big shoes.

Soaring above 6 feet tall with pronouncing stature and presence, tall guys have it easy. I am going to go out on a limb here and say that tall men are extolled, adored and dare I say, preferred. But what about the average-height men? With the average shoe size and average peens. Have you heard what they say about shorter men?

Unlike our tall counterparts, shorter men are categorized by what is known informally as the short men syndrome: an overly aggressive or domineering social behavior that carries the implication that they often have to compensate for their physical or social shortcomings.

and half befuddled by far-too-many gin-and-tonics, no doubt brewed some of the most interesting topics. Some profound, the others, too dull to remember. But what I do remember is that the girls were salivating over the only fella with the large 48.5 shoe size.

With my bitterness set aside, I tried to make sense of the night.

I was intrigued and wanted to know why. If tall men get all of the attention because it is believed that big feet equate to a big tool, what can shorter men do to compete?

When you find a style that makes you feel the most confidence, keep it. You won’t be thinking about your height if you always feel great.

Ditch the Old Spice body-sprays. Buy quality aftershaves and take pride in being the one that always smells like a million bucks.

FOCUS ON YOUR BEST QUALITIES

Height isn’t your only quality. It isn’t your whole personality! Instead of worrying about your height, consider all of your other qualities.Can you tell a great joke and make the whole room laugh? Are you a talented artist? Are you unbelievably intelligent?

MAKE THE JOKES FIRST

There’s always going to be one guy or girl who cracks a joke about your height. But if you crack the joke first, you won’t even give them a chance to say it themselves.

ENJOY THE ADVANTAGES OF BEING SHORT

When you think about it, there are many advantages to being smaller than average. I thoroughly enjoy my middle-seat on an airplane. I can stretch your legs out and relax while the taller people can not. And I will definitely enjoy my knees for longer than the tall lads.

IGNORE THE HATERS

This may be easier said than done but you should always try to ignore the haters. Ignore the people who make unsolicited jokes or comments about your height. You literally have no room for it.

DON’T TRY TOO HARD

Let it be. Don’t be desperate. You can’t be short and desperate. Ever.

AVOID SLOW DANCING

Unless you can kill it on the dance floor, avoid slow dancing with a female who is towering over you. I suggest you dance alone and find a dance partner of your height.

Need for investment in a technical vocational school in TCI

What could be more rewarding for a small developing nation like the Turks and Caicos Islands, other than creating post-secondary educational opportunities for their citizens?

Let’s give credit where credit is due, in 2020, the previous administration was on the right track when a proposal was made to launch a vocational-technical school. Unfortunately, the Covid-19 pandemic may have hampered those efforts.

Nevertheless, the idea was brilliant, and this current administration should create more momentum around this initiative and see that it materialises.

With the increasing number of students graduating high school, there is a growing need for the government to find more job placements and career opportunities for them.

Without a trade school, in addition to the limited skills many of our young men do have, this is not sustainable in terms of creating a competitive skill-based economy. Eventually, it will create a vacuum for idle hands and unscrupulous behaviour.

Although, many citizens are enthralled by the recent vocational opportunities being proposed for our prison system, what’s troubling is the rate of incarceration among our young men.

Since the large majority of criminal offenders in TCI are males, we should dig deeper to help determine the driving force behind such trend.

more social programmes, postreleased employment and greater opportunity to participate in education and life skills training.

Since there are no trade schools, perhaps, the aim should be to ensure there are adequate curriculums in high schools and local community colleges geared towards attracting more male students.

Many of our young men may not have any interest in attending college or university but have acquired other skills over the years. So, what other opportunities are there for this segment of the population in terms of further education or trade?

Let’s take a look around the country, you will find that most of our workforce revolves around service and trade-related industry. Many of these workers possess untapped skills that only need to be cultivated in their area of interest or expertise.

With that in mind, offering vocational education will allow students and young adults to gain the necessary practical experience with a renewed focus on their chosen field of study or career path.

These are skills they may have otherwise never been able to achieve through traditional classroom learning in academia.

In the 2021 PNP manifesto under education, labour and

employment, it clearly states their commitment to the following:

“Create learning opportunities for students that cater to different interest, strengths and learning needs as well as provide the diverse skills that the country requires”.

Henceforth, it's my belief government should make further provisions to subsidize apprenticeships for our young people, so it becomes more than just platitudes.

Understanding the gravity of this moment is of paramount. We have to build a society that works for everyone and not just for some. This initiative should move forward, even if it means using the leverage of our BBB+ credit rating borrowing power while we are in the position to do so. It is my belief the return on investment could be priceless.

Oftentimes, countries mimic each other with different strategies to tackle or improve situations, which is shrewd. Nevertheless, doing our own comprehensive studies to determine the societal impact or long-term benefits of an initiative is also important. It is my belief that trade schools should be one of them.

With our jails being at the brink of capacity, putting the proper infrastructure in place such as a trade school is crucial. It should

also be a stronger motivation to galvanise prison reform and redress certain issues to help reduce the prison recidivism rate.

The focus should be on creating a pipeline from high school to trade school or college not from high school to prison.

Given the dense population of Providenciales, it would be the ideal location for such a school.

However, the existing infrastructure in Grand Turk, which is currently being utilised as a local community college could also suffice.

It would be in the best interest of our country as well as big corporations, to support such an initiative.

Case in point: Prior to the pandemic, every year, a foreign company is hired to come in to train and certify our boat operators on primarily international boating standards.

Depending on the location and whether it’s a recertification or a new certification, the cost could range anywhere from $360-$650 per person, in addition to travel, food and hotel accommodations for those traveling to Provo from Grand Turk or other sister islands.

With TCI having some of the best and brightest boat captains, could this be a customized curriculum or certification offered at a trade school?

This particular curriculum should include but limited to, local regulations best practices and navigational charts for local waterways to help mariners better understand the skills they are

learning.

This could also be a joint effort between the school, DECR and Maritime departments with qualifying personnel to assist with facilitating such training.

Other courses of interest should include but not limited to hospitality, marine mechanics, carpentry, AC technicians, plumbing, masonry etc. Specifically, areas where it would give students the opportunity for an apprenticeship on the islands. Not only will we have a higher level of skilled workers and tradesmen, but it will help to alleviate the need for such high dependency on illegal foreign labor force, in addition to providing a readily available recruitment source.

Greater emphasis must be placed on finding better ways to help save our youth from themselves. Through our collective determination, I believe we can drive positive change and bring about a brighter future for them.

I also believe our leaders should be measured not by the promises they make or the headlines made on social media, but by the truths they reveal and the service and opportunities they provide to the people.

At the end of the day, in order for TCI to move forward without leaving its most vulnerable citizens behind, the government must prioritise policies that support meaningful jobs, which could be one of the many benefits of vocational-technical educational opportunities.

To the victims and their families, I am deeply saddened by the serious injuries and loss of your loved ones due to the tragic act of gun violence over the past few days.

Our hearts go out to you and your families during this incredibly difficult time. Please know that you are in our thoughts and prayers as you traverse this unimaginable pain. As a concerned resident and

caretaker for my constituency of The Bight, I am deeply troubled by the increasing crime rates and the potential impact it could have on our community and by extension our tourism product.

Top research and development in the Caribbean

Which are the top ten leading territories for research and development in the Caribbean? No? Top five? How about three? Is it because the region doesn’t need any research and development? That is strange. Because the most developed countries in the world also spend the most money on research and development. One would think that they are so freaking developed already that they really don’t need more of it. Is it because they can spend more since they have more funding available for it? Or is it that they have more funding as they have invested more in research and development and are benefiting from it?

The development of an R&D Center (Research & Development) is a crucial element to contribute to the development and dissemination of new rigorous evidence and innovative products, methods or technologies that provide practical solutions to issues, confrontations and problems that must not be overlooked in the Caribbean. The findings may in their turn encourage other positive developments which will support economic and industrial advances and may benefit humanity and the environment in the region.

I must admit that I’m not an R&D scientist. Neither have I ever been inside a refrigerator but I’m quite sure that the light goes out when the door is closed. So, let’s not argue before we find out things. It provides nourishment and exercise for the mind. My favorite R&D subject would be creating hydrogen fuel from seawater.

proven beyond reasonable doubt that hydrogen fuel can be produced from seawater. This hydrogen fuel can be used to generate electricity without pollution. No imports. No fossil fuel dependency. No increases in fuel prices. A country could produce its own fuel from the seawater around the islands. Significant cost savings! The hydrogen fueled electricity generator does not need to be large. It can be any size for any purpose. So, theoretically any of the hundreds of islands could have a generator.

A private business as an example. Take Sandals Resorts, for one because it has about 17 resorts throughout the region that are typically adjacently located at the sea. They could have their own generators. Cost savings! And if a private business generates too much power, it could be fed into the government owned power grid via the existing infrastructure. Just an example of how a development from one devlopment can be applied to various islands in the region. The company has its own Sandals Corporate University which is more focused on hospitality interests. But one could imagine that a company with their Corporate Social Responsibility and Vision may be willing to take a look or support such energy R&D.

A Caribbean R&D Center shall be the place where scientists and engineers will meet, plan, investigate,

and test methods, technologies and products typical for the region. The conclusions and solutions of may be applied in other regions

Stanford University researchers were already in 2019 able to create hydrogen fuel from seawater. Scientists at the University of Houston have developed a catalyst which can efficiently produce hydrogen from seawater. Its discovery significantly advances the development of seawater electrolysis for large-scale hydrogen production. Why not connect, cooperate and become associated?

It is envisioned that a Caribbean R&D Center shall eventually find its own place in the international community of Research and Development Centers and could eventually become an Institute of Higher Learning. It will provide inspiration and feedback for ambitious future projects. An educational center that will motivate young people in the region to become part of the development of their own Caribbean rather than going abroad. It could encourage brain gain and halt a brain drain.

Two key youth programmes for school children this September

A new programme, the TCI Youth Marching Band and the Drug Abuse Resistance Education (D.A.R.E.) aimed at teaching children coping and social skills will be introduced at the beginning of the new school year.

This was announced last week Thursday (July 13) by the Education Minister, Honourable Rachel Taylor, following discussions with high-ranking ministry and police officials about the introduction of these programmes.

Joining the minister in these discussions were the Director of Education, Edgar Howell; Deputy Director of Education, Mark Garland; Director of Youth, Jasmin Parker; Commandant of Cadets, Nimrol Beckles, Johannes Hamilton; Assistant Commissioner of Police Darron Williams; Superintendent Dwight Gardiner and Officer Terry Stewart.

Both programmes target students from grade four to secondary school and are aimed at

creating opportunities to aid in the development of children's musical talent and skills, foster discipline, leadership, character, and build moral values.

The D.A.R.E. programme was first introduced in schools in October 2022, with the aim of teaching schoolchildren the skills to resist peer pressure to use tobacco, drugs, and alcohol. This programme also allows students to gain a trustworthy adult friend, develop a positive attitude toward law enforcement personnel, and acquire greater respect for the law.

Currently, the Royal Turks and Caicos Islands Police Force has seventeen certified D.A.R.E officers tasked with providing guidance to students.

Students from around the Turks and Caicos Islands can register for both programmes through their schools. The Marching Band programme is also open to individuals who have already left secondary school.

Shooting outside of a Grace Bay nightclub leaves one dead, four injured

A brazen drive-by shooting outside a popular nightspot in Grace Bay has left one man dead and four others injured.

On Tuesday morning ( July 18, 2023) shortly after midnight, innocent partygoers scampered for cover as a hail of bullets rained down outside of Shisha Lounge located in Grace Bay, Providenciales, the territory’s main tourism district.

The Royal Turks and Caicos Islands Police Force has launched an investigation into the incident which many believe is related to a volatile ongoing gang rivalry playing out in other parts of the island.

Dozens of spent shells, broken glass, blood-stained sidewalks, and police cordons captured on cellphone videos by onlookers painted the picture of the horrific scene in the tourist hotspot.

Beat the Heat: Tips to stay safe in a heatwave

Sweltering heatwaves are happening around the world and due to climate change, they're getting hotter and longer.

While basking in the sunshine is a wonderful thing, extreme heat can be deadly, affecting younger and older people, pregnant women, and those with chronic health conditions.

Against this backdrop, the Ministry of Health is encouraging residents and guests in the Turks and Caicos Islands to stay hydrated, wear sunscreen and limit their activities in direct heat to stay safe.

Heat waves tend to become more frequent by July in the Bahamas and the Turks and Caicos Islands, and the Greater Antilles, as well as, by August in the rest of the Caribbean.

At the same time, humidity and the associated heat stress will steadily increase through August and will peak during heat waves.

As forecasts suggest warmer than usual temperatures during the day and night, with an increase in the frequency of heat waves, the Ministry has reminded residents and guests of the importance of taking precautions during these times.

“The Ministry of Health and Human Services wants the public to be aware of the best ways to keep themselves and their loved ones safe from heat-related illnesses.”

“There are a number of heatrelated illnesses that range from heat stroke to heat rash.

“Heat-related illnesses are a threat to everyone, but mainly the elderly and persons with underlying health conditions in which extreme temperatures can be dangerous, such as those who have breathing difficulties, heart problems, high blood pressure, or kidney issues.”

The Ministry further explained that heat exhaustion can lead to heat stroke, and symptoms include weakness, dizziness, headache, nausea, vomiting, rapid pulse, or heavy sweating.

“ Heat stroke is a medical emergency and anyone with these symptoms is advised to go to an emergency department or call 911 immediately.”

Superintendent Dean Holden in a statement following the incident said preliminary reports have revealed that four males were leaving the entertainment establishment when they were shot at.

He said: “One male is dead and four other males received medical attention for injuries sustained from the attack.

“This remains an active investigation and inquiries are ongoing.”

Commissioner of Police (ag) Rodney Adams in condemning the

attacks said the incident occurred against a targeted group in full view of innocent bystanders.

He said: “These criminals continue to show their brazenness and disdain and lack of respect for life. The RTCIPF will leave no stone unturned in pursuing and bringing these cowardly individuals to justice.”

Supreme and Appellate Courts to embark on month-long vacation

The Supreme Court and the Court of Appeal will go on a one-and-a-half-month judicial vacation starting August 1.

Registrar of the Court, Narendra Lalbeharry made the announcement on Saturday, July 15, advising that during the long vacation a Judge will be available to hear bail applications, to deal with sufficient hearings and matters that are urgent or require prompt attention, as well as those matters that

have already been listed for hearing during August.

The Supreme Court will resume sitting on September 25, while the Court of Appeals commences its third session for the year on October 2.

The registrar informed that Judicial Education Week will run from September 20 to 22.

Meanwhile, Lalbeharry advises that anyone who wishes to have a matter heard during the long vacation will be required to file a

certificate of urgency, setting out the reasons why the matter is urgent or requires prompt attention.

He said the matter will not be listed for hearing unless the judge deems it fit for urgent hearing.

The Court Registries in both Grand Turk and Providenciales will continue to operate between the hours of 8:30 am and 4 pm from Monday to Thursday and from 8:30 am to 3:30 pm on Fridays.

Hospital suspended in-patient visitation for two days due to security concerns

Recent criminal activity around Providenciales –three of which resulted in murder – this week forced the Cheshire Hall Medical Centre to temporarily restrict visitation in a ward of the hospital.

On Tuesday, July 18, the hospital citing “security concerns” informed the public that visitation to the in-patient unit was

temporarily suspended.

The announcement had followed the Sunday morning shooting outside a Grace Bay nightspot that resulted in the death of one man and injury to several others, as well as the gunning down of another man in Kewtown and gunshot injuries to two others Tuesday afternoon.

Other departments were open for operation, however.

The riots in France as seen through the ‘Long Take’

On June 27, Nahel Merzouk, a 17-year-old French citizen of North African descent, was shot dead by a police officer in the Paris suburb of Nanterre when he attempted to drive off during a traffic check. His killing sparked protests and riots across France, especially in the impoverished suburbs (or banlieues), whose predominantly black and Arab residents are the most frequent targets of police violence. As the philosopher Alain Badiou has pointed out: “With utter uniformity, riots by the popular youth in the ‘suburbs’… are provoked by the actions of the police.”

The banlieues have long been plagued by poverty and unemployment. According to institutmontaigne.org, “these neighborhoods receive less state funding compared to any other areas in France. The national aid per capita in low-income neighborhoods is starkly lower than anywhere else in the country…” The banlieues are consistently underserved, in terms of public investment, the provision of education and child services, and healthcare. For example, the number of day care centers per child under the age of three is six times lower than the national average; and there are 50 percent fewer pediatricians than in the rest of France. Macron has essentially failed to help France’s migrant communities. As one Muslim social worker stated: “It was a dream when he was elected and it turned into a nightmare. I don’t think Le Pen would be any worse.”

Romain Gavras’ breathtaking film Athena (2022) confronts the rage and frustration of the young people who live in the banlieues.

The opening long take of Athena is a ten-minute masterpiece of revolutionary cinema, that is, of cinema which is charged with the “Great Refusal,” as Herbert Marcuse would refer to the “protest against that which is.” This extended sequence renders on film the very logic of revolt; for the long-take and the urban riot are both about the ‘construction of a duration,’ sustaining a caesura, a gap in the official temporality. That Gavras and his cinematographer Matias Boucard eschewed CGI in Athena is simply mind-boggling: “[W]e do everything for real,” Gavras says. “The planning, weirdly, was almost military and very precise to create chaos in front of the camera.”

The opening take begins from within a police station, so that we see the very place which in two short minutes will be under attack. We follow Abdel (Dali Benssalah), a French soldier recently returned from Mali, as he makes his way to the press gathered outside to inform them of the death of his younger brother by uniformed officers, the third case of police brutality in two months at Athena. While Abdel pleads for peace, in the crowd gathered round is another brother, Karim (Sami Slimane) who has emerged as a dedicated rebel ready to lead the brutalized youth of Athena into open conflict with the police.

With his act of igniting and hurling a Molotov cocktail at the

police headquarters, Karim has made a decision, he has chosen a side—the side of the oppressed, the marginalized, the humiliated. France’s far-right likes to blame those living in the banlieues for most of the problems facing the country; however, they are not interested in improving the quality of life of the residents. When riots occur the youth typically rage against what they are used to, the very place the rioters live in. Invariably, the right scoffs at this with such statements as, ‘How foolish to destroy what little they’ve got!’ What they fail to recognize however, is that “when something is one of the few ‘benefits’ granted you, it becomes the symbol not of its particular function, but of the general scarcity… the riot detests it for that reason.”

Following the uprising at the police station, we make the journey back to the housing project with Karim and members of his group; and all the while the camera is somehow seamlessly weaving in and out of the van as it speeds along. When they finally arrive, Karim and his fellow insurgents prepare for the police onslaught that they know is coming. Only when they stand overlooking their modern-day battlements does the camera cut away. It is one of the most remarkable shots ever executed on film and deserves to be watched and re-watched not merely for its technical virtuosity, but as an enactment of artistic truth.

The long take is cinematic

faithfulness: this is literally the case in the sense that we do not cut away. We are riveted to the time and space as it is determined by the initial choice. So, the long take is fidelity in that we are bound as it were to the event. The long take is the cinematic analogue of resistance, of refusal, of noncompliance. At the most basic level the long take refuses the dominant language of popular cinema which insists upon short takes, basically a pre-digestion of the cinematic material. The dominant mode encourages a certain passivity on the part of the viewer which translates politically speaking into a kind of quietism. By contrast, the long take is the form proper to revolt because of how it uses time and space: it bears the “transgressive mark of excess in its unwillingness to conform to a generalized spectatorial regime.”

What the long take insists on is making a choice and then adhering to all the consequences that follow from that initial determination. As soon as the first Molotov is thrown, we are committed to all that follows afterward. The film begins with this decisive act on the part of Karim: it his launching of the cocktail which truly sets the film in motion, like an orchestra waiting for the conductor to commence. In a sense, time begins with this action. Time begins with an act of transgression. The insurgent brother makes his decision and does not flinch from seeing through every implication

of his choice.

"Police violence happens every day, especially if you're Arab or black," as a young man recently stated to the BBC. Lanna Hollo, a human rights lawyer in Paris, observed that “What characterizes France is denial. There is a total denial that there is a structural, systemic problem in the police.” The greatness of Athena is that it does not allow the viewer to take refuge in denial. And this is fundamentally because the long take is about continuity, making us see things in spatial-temporal relation to other things. The long take implicates the viewer, the viewer becomes a participant in the action portrayed, the camera is a character. There is no passive shot or frame. At every moment we are involved and cannot extricate ourselves from the situation or watch inertly from the sidelines, as if it is happening to someone else. The long take forces upon the viewer a kind of resolution, we cannot pretend to remain neutral: it effectively says to us, first, you are in now—don’t pretend you can step out, don’t pretend you can be a mere spectator. And what is more, don’t abandon the fight, keep faith with the resistance, follow through with the decision until the end. Athena (2022) is available for streaming on Netflix.

Kewtown resident succumbs to gunshot injuries

Another murder rocked Kewtown this week, just 24 hours after residents were awoken by gunshots and news that another man was gunned down.

The spiraling crime rate – which now sees the murder count for the year at 11 - has many officials speaking out and calling for peace from those who are bent on causing havoc once again in Providenciales.

The latest deceased is 52-yearold David Leon McIntosh, who succumbed to gunshot injuries in the afternoon hours of Wednesday, July 19.

McIntosh was shot sometime around 1:42 am that same day, in the vicinity of Green Bar in Kewtown.

When police and emergency services arrived on the scene they found the man, still alive, but wounded.

He was rushed to the Cheshire Hall Medical Centre where doctors attempted to save his life. Their efforts were not successful as McIntosh passed away later in the day.

On Thursday afternoon, police reported that based on information received, officers arrested a suspect around 12:12 am. The suspect remains in police custody.

Police continue to urge anyone with information about the incident to contact 911 or TCI Crime Stoppers on 1-800-8477 immediately.

Fire erupts at Provo landfill site

A large cloud of heavy smoke billowed into the sky, and a pungent smell of burning tires permeated the air in parts of Wheeland and BlueHills on Friday, July 14 after a fire erupted at the Provo landfill site.

On Friday, July 14th, 2023, at approximately 3:04 PM, residents in the northwestern corner of Providenciales heard the wailing of fire truck sirens en route to the Wheeland waste disposal site.

The Environmental Health Department (EHD) said while the exact cause of the fire is still unknown at this time, it may be linked to a potential hot spot on the site.

The landfill fire which sent thick black plumes of smoke into homes, schools, and nearby businesses in

the residential areas has been a long-standing issue that continues to affect the community.

Shortly after the fire erupted, residents were reminded to keep doors and windows closed to avoid any potential exposure to smoke while the containment and extinguishing operations were underway.

In a brief statement, the EHD explained that the fire ignited in a location where tires are housed.

The department further advised the residents of Providenciales, especially those living in the Wheeland Phase Two area that it is committed to safeguarding public health while also creating a “healthy and aesthetically pleasing environment”, for residents and visitors to enjoy.

TCI Regiment undergoes military training in Guyana

Nineteen marines from the Turks and Caicos Islands Regiment, recently departed the Islands to participate in the Caribbean Military Training Exercise in Guyana.

The Caribbean-focused exercise, Tradewinds 2023, or TW23, officially commenced with an opening ceremony on July 15 at Camp Ayanganna, Guyana.

The troop from the TCI Regiment joined counterparts from 24 countries around the region to participate in the exercise, designed to strengthen partnerships and interoperability, promote human rights, as well as increase all participants' training capacity and capability to mitigate, plan for and respond to regional crises and security threat.

TW23 is the 38th iteration of the exercise which will see participants training in the ground, air, sea, and cyber domains in various locations across the South American country from July 15-28.

The training is intended to sharpen elements of the TCI Regiment and supporting personnel in high-intensity operations and training over a protracted period of time, as part of a multi-national force, on a scale not possible in TCI, in order to enhance overall operational effectiveness and interoperability, a statement from the Regiment said.

Along with a contingent

comprising over 100 soldiers from Royal Bermuda Regiment, Jamaica Defence Force, and the Suriname Defence Force, the TCI Regiment covered various areas during the training including; Close Quarter Combat, Public Order Casualty evaluation, treatment,

and evacuation, Ordinance Disposal, Radio Communication, Specialist Operations, Marksmanship Squad, Platoon and Company Patrol Techniques, Helicopter Embarkation and Disembarkation.

Officer of the Regiment, Lieutenant Colonel Ennis Grant met with the troops to wish them well on the exercise.

In her remarks, Governor Selvaratam encouraged the marines to maximise the opportunity of the training, while acknowledging their commitment and personal

Tradewinds, a US Southern Command-sponsored annual exercise has been held annually since 1984, only missing one year in 2020 due to the COVID-19 pandemic.

EU provokes fury as it agrees statement with Argentina that calls Falkland Islands ‘Islas Malvinas’

The EU has provoked fury in London after it signed a deal with Argentina which referred to the Falkland Islands as “Islas Malvinas”.

Buenos Aires boasted of the move as being a “diplomatic triumph” and said it hoped to expand talks with the bloc on the “question” of the archipelago.

The Foreign Office strongly opposed any reference to the islands with Argentina’s preferred name.

The issue is extraordinarily sensitive for both sides given the war fought over the Falklands in

1982.

Britain lost 255 servicemen retaking the south Atlantic territory after Argentina’s military junta invaded.

Although the UK decisively won the fight and ensured the Falklands’ status as an overseas territory, the issue has never gone away for Buenos Aires.

Securing the use of the phrase “Islas Malvinas” in an agreement with the EU will only embolden its hopes of absorbing the islands.

The wording came in a joint

Falkland’s population (3,662 inhabitants in 2021) is primarily nativeborn Falkland Islanders, the majority of British descent

declaration between the EU and Celac, a bloc of 33 countries in Latin America.

It used both names to refer to the Falklands in the text, which said: “Regarding the question of sovereignty over the Islas Malvinas/Falkland Islands, the European Union took note of Celac’s historical position based on the importance of dialogue and respect for international law in the peaceful solution of disputes.”

That came despite Britain warning the EU that Argentina would try to use the EU-Latin America summit to advance their claims. Had it been a member, it

could have vetoed the text.

Argentina’s president Alberto Fernandez tweeted: “We concluded the summit with great news: the European Union and Celac adopted a motion on the Malvinas Question.

“Our sovereignty claim, by peaceful means and through dialogue, remains intact.”

Foreign minister Santiago Cafiero said: “Off the back of this declaration the Argentine government hopes to further expand dialogue with the EU regarding the question of the Malvinas Islands.

“This joint declaration

constitutes a further call from the international community for the UK to agree to meet its obligation to resume sovereignty negotiations with Argentina.”

The Argentinian delegation to the EU told their country’s news agency “it is the first time in a long time that the European Union talks about ‘Malvinas’... That is not little, it is a lot”.

However, the a spokesperson for the EU clarified that member states “have not changed their views and positions” on the islands and the bloc “is not in a situation to express any position on the Falklands/Islas Malvinas”.

Spain’s snap election revives issue of national unity

Under the heat of the Barcelona sun, a pro-independence party, Together for Catalonia, is holding a campaign event ahead of Sunday’s general election in Spain.

About 40 people are gathered to hear speeches before a video message is shown, recorded by the former president of Catalonia, Carles Puigdemont.

At least 110 people have been injured after tennis ball-sized hail rained down on a region of northern Italy overnight Wednesday.

In a surprise storm, hailstones of up to 10 cm in diameter pelted the streets of Veneto, according to regional president Luca Zaia.

Emergency services responded to more than 500 calls for help due to damage to property and personal injuries, the Veneto regional civil protection said.

Workers have been removing glass from broken windows and cutting trees and other plants that were severely damaged in the storm.

“The wave of bad weather, after

having impacted our mountain regions, has now also hit the plains, causing injury to some people,” Zaia said, adding that most injuries were caused by broken glass and people slipping on the hailstones.

A 53-year-old man riding his bicycle died during the storm when his wife, who was following him with their car, ran over him, CNN affiliate Sky24 reported.

Europe has seen dramatic shifts in weather this year.

Italy, Spain and Greece have faced unrelenting heat for days.

The Italian capital Rome hit a new record temperature of 41 degrees Celsius on Tuesday.

He lambasts the Spanish state, comparing its lack of democratic credentials to Hungary and Poland, and calls for an independent Catalan republic.

It is a low-key event compared to the massive demonstrations that led up to Catalonia’s attempt to secede in 2017.

The Spanish authorities responded to that bid by clamping down with police action and temporarily imposing direct rule in the region, while Mr Puigdemont fled to Belgium, where he has remained ever since.

But this Sunday’s Spanish general election could have a major impact on the country’s simmering territorial issue. The result, many believe, will decide whether the relationship between Catalonia and Madrid improves or flares up once

Bahamas: PM affirms commitment to getting reparations from UK

PRIME Minister Philip “Brave” Davis affirmed the government’s commitment to getting reparations from the United Kingdom last week.

During a Sustainable Development Goals conference at the University of The Bahamas yesterday, Mr Davis, Education Minister Glenys Hanna-Martin and Economic Affairs Minister Michael Halkitis were on a panel.

An audience member asked the prime minister how committed the country is to pursuing reparations.

Mr Davis said the word “reparations” has been the “boogeyman” during discussions about climate justice.

“I can tell you that we are committed to reparations, not just for the transatlantic slave issue,” he said. “In fact, we recommitted ourselves at our last Heads meeting last week in Trinidad.”

THOUSANDS of supporters flooded the streets Sunday in nearly 70 countries to call on the international community to help curb the gang violence that has taken over Haiti and is plunging it further into social and political turmoil.

Miami resident Abigail Calixte said she has family members living in Haiti who are “scared to go out” due to the violence. Calixte, 18, said the country has changed drastically since she last visited when she was 10, when she recalled it having a

feeling of “togetherness.”

“I’m tired of seeing everything that’s going on,” said Calixte, who lives in the Little Haiti neighborhood. “Like, this is not the country that I know.”

Gangs have had a decadeslong presence in Haiti, but after the assassination of President Jovenel Moïse in July 2021, gang violence has increased as the island-nation’s government has crumbled; the country has not yet elected a new president. And Haiti’s last remaining elected lawmakers, 10

FirstCaribbean warns customers about fraudsters using fake emails

FirstCaribbean advised its corporate Internet banking customers that they have been alerted that some clients have been receiving fraudulent emails from persons purporting to be their vendors, requesting them to send wire transfers to an account that differs from the norm.

FirstCaribbean is urging customers to exercise extreme caution when such instructions are received. This fraud scheme is known as Business Email Compromise (BEC).

Business Email Compromise occurs when fraudsters impersonate persons who are known to you and convince you or your employees to send payments voluntarily to accounts controlled by them.

Fraudsters use slight variations on legitimate addresses to fool victims into thinking fake accounts are authentic. Carefully examine all email addresses, URLs, and spellings used in any correspondence.

To prevent being a victim of fraud, ALWAYS conduct a meaningful call back to the sender using a contact number on your file (not from the communication). If no contact is made, do not act on the instructions.

UWI prof warns climate change on path to destroy Caribbean

The global community is being urged to take immediate action to slow the effects of climate change which, evidence shows, has over several years resulted in the development of significant catastrophic events across the world.

These consequences of climate change are especially concerning to the more vulnerable regions such as the Caribbean as its impact continues to worsen.

“Without that kind of action over the next two decades, our future is very much in jeopardy,” said Dr Michelle Mycoo, professor of urban and regional planning at The University of the West Indies, Trinidad and Tobago, who was speaking at the recently concluded EU-Latin America and the Caribbean Forum – Partners in Change: Youth, Civil Society and Local Authorities, which was held from July 13-14.

Continuing her presentation, which focused on projections indicating that climate change will destroy the Caribbean and, more specifically, small island developing states (SIDS), Mycoo stated that, if a change is not made, the ripple effects of climate change would result in many islands becoming uninhabitable.

Every year, the Caribbean is exposed to potentially lifethreatening weather phenomena like heatwaves, drought, and earthquakes. Not to mention during the Atlantic hurricane season (June 1 to November 30) when the region begins to experience extreme weather conditions, including tropical storms, tropical depressions and hurricanes that lead to landslides, flooding and loss of lives and property.

high, making it the hottest day experienced in decades. The globe’s average temperature reached 62.9 degrees Fahrenheit (17.18 degrees Celsius) according to the University of Maine’s Climate Reanalyzer, a common tool based on satellite data, observations, and computer simulations and used by climate scientists for a glimpse of the world’s condition.

Just one month earlier, in June, the country’s capital city of San Juan had a record-breaking heatwave that caused the heat index to soar to 125 degrees Fahrenheit (52 degrees Celsius).

“So, for example, in Dominica in 2017, we saw the impact of a hurricane that destroyed almost all of Dominica’s infrastructure, and it amounted to about 225 per cent of

its gross domestic product (GDP), that’s just one island and these are tiny islands,” she said.

She further explained that such disastrous events have led to not only the loss of lives, limbs and economic assets but caused tremendous damage to human beings by causing mental stress

Mycoo also highlighted the impact on health that climate change will cause, whereas, when there is heavy rainfall and higher temperatures, vectors such as mosquitoes begin to proliferate and result in high instances of dengue and other diseases.

As the Saharan dust clouds are now a common occurrence affecting the region, Mycoo said children in particular will become overwhelmed as the dust plumes

will lead to increased cases of asthma and other respiratoryrelated issues, as well as cause dehydration.

Given that many of the capital cities of the Caribbean islands are situated in the low elevation coastal zone, putting the population and infrastructure at risk, there is concern that cities and infrastructure throughout the region won’t be able to withstand the effects of climate change.

“There is a need for urgent action at the global level. Global cooperation is needed to ensure that the mountain loss of life and the potential loss of our biodiversity and infrastructure require that much more ambitious action be taken to reduce the carbon emissions. (Jamaica

Cayman Islands: work permit holders exceeds 36,000

There are currently 36,049 work permit holders in the Cayman Islands, another new record that is nevertheless increasing every day by around 12 new arrivals. The latest statistics released by Workforce Opportunities and Residency Cayman (WORC) on Friday show that the number of expatriate workers has increased by almost 1,900 since February.

Though expatriate workers hail from 135 different countries, more than 27,500 come from just six countries: Jamaica (15,241 people or 42% of the total), the Philippines (5,803 or 16.1%), the UK (2,082), India (2,014), Honduras (1,265) and Canada (1,254). The document lists one person as coming from the Cayman Islands.

The numbers reflect what many believe is unsustainable, given the shortages of suitable housing, school places, increasing traffic congestion and the impact on Cayman’s natural resources. It also indicates yet again that the National Census, which was published less

These most recent WORC numbers were released in the first instance to HSM Chambers, local attorneys who specialise in immigration work, who have been doing their best to keep this unsustainable situation in the

public eye.

HSM now estimates that there are at least 40,000 foreign nationals living in Cayman with no permanent residency rights, including expatriate workers and their dependents, people here through the Global Citizen Programme, those waiting on residency applications

— which the firm estimates is more than 1,000 — people working at Cayman Enterprise City, as well as people in jail.

This number is at odds with the official Economics and Statistics office figures and suggests the population is getting closer by the day to 100,000 — a number

that is deeply concerning to some and a realistic target for others, especially those in the business community.

In a very long circular to clients sent on Monday, Nick Joseph, a partner at HSM, described an inadequate immigration system that has not only failed to protect Caymanians but has led to massive delays in residency applications. The danger now is that the broken system could see many more people transition from work permit holders to permanent residents and then become Caymanians in the coming years because of the delays, regardless of their economic circumstances, he warned.

Residency applications are now taking anywhere from just over one year to almost two, which Joseph has argued is unlawful. While there are many causes for these delays, the situation was exacerbated by the decision to allow all work permit holders to stay in the Cayman Islands long enough to make a residency application.

New York City to hand out fliers urging migrants to go elsewhere

New York City plans to distribute fliers at the southern border warning migrants there is “no guarantee” they will receive help if they come there.

Mayor Eric Adams announced the plan on Wednesday, arguing the city could not handle any more migrants as it has taken in 90,000 since April last year.

“We have no more room,” said the leader of America’s biggest city.

Republican-led states have been transporting migrants to Democratic-run areas in protest at border policies.

A copy of the flier tells migrants: “Please consider another city as you make your decision about where to settle in the US.”

It warns - in English and in Spanish - that the cost of food, transportation and other necessities

in New York are expensive and says the city cannot guarantee housing and other social services for new arrivals.

The city of 8.3 million people said in a statement that it was “at capacity”.

As a part of the plan, Mr Adams, a Democrat, also announced that single adult migrants will only be able to stay in the city’s shelters for 60 days and will need to reapply for a space after that.

Mr Adams told a news conference the city would try to help migrants find housing with relatives and friends.

The mayor blamed the federal and state government for not providing enough aid for the city to offer housing and other social services for new arrivals.

“We cannot continue to absorb

tens of thousands of newcomers on our own without the help of the state and federal government,” he said.

A record 105,800 people are living in New York’s shelters at the moment, including over 54,000 asylum seekers, says the city.

Critics of Mr Adams’ new plan argue it violates the city’s rightto-shelter rules, which guarantee temporary housing for those in need. Mr Adams has attempted to weaken those rules amid the influx of migrants.

In a statement on Twitter, the American Civil Liberties Union of New York called the mayor’s new plan “cruel” and “unlawful”.

It “flies in the face of New Yorkers’ values of compassion and care”, the organisation said.

In recent months, Mr Adams has taken a number of steps to try to limit new migrant arrivals.

In May, he announced he would send willing migrants to nearby counties outside of the city, sparking a backlash from some

local New York officials. The Republican-led states transporting migrants by bus to Democratic-run jurisdictions have focused on self-proclaimed “sanctuary” cities that limit their co-operation with federal immigration authorities. They have also said the measure is designed to increase pressure on President Joe Biden, a Democrat, to do more to reduce the number of migrants crossing the southern US border. (BBC)

Banks face threat to licences over Farage bank account row

Ministers are considering putting extra conditions on banking licences after a row over the closure of Brexiteer Nigel Farage’s account at Coutts.

It follows reports that lenders could lose their permits if they cut ties with customers because they disagree with their political views.

Mr Farage has accused Coutts of lying about its decision, saying he was “cancelled” by the bank.

Coutts says decisions to close an account “are not taken lightly”.

Government sources told the BBC that the possibility of putting conditions on banking permits was being explored, although no decision had been made.

Banks would also be required to explain why an account is being shut, and give a longer notice period, under tougher rules to be brought in.

According to the Times newspaper, licences could be stripped in order to protect customers’ right to free speech.

The BBC understands that the Treasury is also seeking clarity on the handling of Mr Farage’s accounts from Alison Rose, the boss of NatWest, which owns Coutts.

It comes after Mr Farage obtained documents, which have been shared with the Mail newspaper,

from minutes of a Coutts meeting where both “commercial” reasons and “reputational risk” associated with his political views are cited as reasons behind terminating his account with them.

The 40-page report mentioned Brexit and his alleged links to Russia.

Banks do have the right to what’s known as “commercial independence” to make decisions about their company, and who their clients are.

For example, Coutts very openly advertises that it excludes anyone

who is not a millionaire.

Dropping under the wealth threshold could prompt the bank to conduct a wider review of the customer’s profile, including reputational and legal risk.

Banking commentator Frances Coppola said that, according to the report, Coutts did not feel Mr Farage’s views were the issue, more his public behaviour and how it might reflect on the bank.

“Nigel Farage was very public about his relationship with Coutts. He has also made lots of controversial comments, and when

you have a bit of loose cannon like that, they could bring you into disrepute, even though it’s not intentional.

“That risk has to be very closely managed because it might come with a financial cost. If the returns on the account do not justify the costs, then the bank will see no point in carrying on the relationship.”

‘UNCOMFORTABLE’

The report stated that Coutts had been happy to carry on banking Mr Farage while he had a mortgage with them, but once he had paid it off they planned to terminate the relationship.

However, Angela Knight, former chief executive of the British Bankers’ Association, told the BBC’s Today programme she found what had happened to the firmer United Kingdom Independence Party leader “somewhat uncomfortable”.

“It is somewhat uncomfortable to see a situation arise where because of somebody’s legitimate views, even though you don’t agree with them, it somehow has resulted in a service being withdrawn and they are not being told about it.”

She added: “In this instance what seems to have happened is nothing was really said to the individual

concerned and then when they put in an application [to the bank to see the evidence] they suddenly find that there’s a whole series of reasons which seems to centre around what they have said.”

On Thursday Mr Farage welcomed reports of a government crackdown, saying closing bank accounts for political reasons could stop people from going into public life.

“Refusal to open [accounts] and closures have happened to several members of my family... Which is perhaps, above all, what has made me angry, really angry and motivated me to [speak out].”

‘SHOCKED’

On Wednesdday Prime Minister Rishi Sunak tweeted that shutting someone’s account over their views was “wrong”, calling free speech the “cornerstone of our democracy”.

Meanwhile, Home Secretary Suella Braverman said elsewhere that the Coutts row “exposes the sinister nature of much of the diversity, equity and inclusion industry”.

The BBC had previously reported Mr Farage had fallen below the financial threshold needed for an account at Coutts, citing a source familiar with the move.

Xi Jinping meets Henry Kissinger as US seeks to defrost China ties

Chinese president Xi Jinping has given a warm welcome to former top diplomat Henry Kissinger, as the US pursues closer ties with China.

Mr Kissinger’s surprise trip to the Chinese capital comes amid a flurry of visits by top US officials.

The former secretary of state, who is 100 years old, played a crucial role in helping China emerge from diplomatic isolation in the 1970s.

The US has stressed he is visiting in his capacity as a private citizen.

But given his outsized stature in China, he could act as a backchannel for US-China negotiations.

State television showed Mr Xi smiling as he told Mr Kissinger: “I’m very glad to see you, sir.”

They met at the Diaoyutai State Guesthouse, a more intimate space than the sprawling Great Hall of the People where official meetings with foreign diplomats are usually hosted.

Diaoyutai was also the place where, half a century ago, Mr Kissinger met Chinese officials in a secret visit that helped to kick-start the normalisation of US-China ties, noted Mr Xi.

“We will never forget our old friends, and will not forget your historical contributions to develop US-China relations and friendship between the two peoples,” he added.

Mr Xi’s affectionate tone mirrored the conciliatory messaging from other top officials who met Mr Kissinger after he touched down on Monday.

Chinese statements on his meetings with top diplomat Wang Yi and defence minister Li Shangfu emphasised the need for respect, co-operation and “peaceful coexistence” between the two superpowers.

The read-outs also quoted Mr Kissinger as saying he was a “friend of China”, that “neither the United States nor China can afford to treat the other as an adversary”, and that their relations would be “central to the peace in the world and to the progress of our society”.

Chinese state media have cast Mr Kissinger’s visit in a positive light, while on social media many marvelled at Mr Kissinger’s stamina, discussing his trip with the Weibo hashtag “Kissinger can still fly to Beijing for a business trip despite being 100 years old”.

King’s Speech will take place on 7 November

King Charles will give his first King’s Speech, which sets out the government’s programme of legislation for the next session of Parliament, on 7 November.

The speech gives the chance for the government to outline new laws it wants to pass and set out its priorities.

The coming session will be the last before the next general election, widely expected to be held next year.

MPs begin their summer recess on Thursday, while peers will continue sitting until 25 July.

Commons leader Penny Mordaunt announced the dates to MPs.

The Commons will return on 4 September, before going into recess for the party conferences on 19 September and then returning on 16 October.

This will give the government just under two and a half weeks before the conference recess, and around three weeks afterwards, to pass some of its remaining legislation - though it will be able to carry some of this over to the next session.

‘US NEEDS KISSINGER’S DIPLOMATIC WISDOM’

A State Department spokesman earlier this week said that they were aware of Mr Kissinger’s trip and “would not be surprised” if he decided to brief them upon his return.

But they also stressed he was there “under his own volition” and not acting on behalf of the US government.

As a private citizen, Mr Kissinger can be more frank in his discussions with Mr Xi and other officials, affording him more leeway in presenting US concerns

and demands.

It is also less controversial for him to meet figures such as Mr Li, who has been under US sanctions since 2018 for purchasing arms from Russia. Last month Beijing refused to let Mr Li meet his US counterpart Lloyd Austin at a forum in Singapore, citing the sanctions.

It may be of little surprise that Mr Kissinger decided to take matters into his own hands with his visit.

In an interview in December, Mr Kissinger had criticised the Trump and Biden administrations’ approaches to China. He said the current US government was attempting a dialogue that “usually begins with a statement of Chinese iniquities” and that discussions were “stymied”.

While Mr Kissinger is no stranger to China - he has visited it more than 100 times and last met Mr Xi in 2019 - this trip comes at a turning point in the US-China relationship.

After months of hostility exacerbated by this year’s spy balloon incident, diplomatic negotiations appear to be back on track with China welcoming a series of top US officials in the space of a few weeks.

Apart from Secretary of State Antony Blinken who visited last month, Mr Kissinger is the only US figure Mr Xi has met in recent weeks - a measure of the respect the veteran diplomat still commands in China.

Treasury Secretary Janet Yellen and US special envoy for climate John Kerry have also paid visits to Beijing, but did not get face time with China’s president.

With its overtly warm reception of Mr Kissinger, Beijing has clearly signalled it wants more engagement from the US, with Mr Wang saying “the US’ China policy needs Kissinger’s diplomatic wisdom and Nixon’s political courage”.

But this will not change the fact that China will, in the end, stick to its priorities, said Wen-ti Sung, a political scientist with the Australian National University. “Beijing may potentially consider making token gestures of goodwill after Kissinger’s trip both as a thankyou to its friend and boost Kissinger’s standing,” he told the BBC.

Resurrected Tupac Shakur murder investigation leads to home connected to former Crip

The Las Vegas-area home searched by metro police investigating the murder of Tupac Shakur reportedly belongs to the wife of former Crip gang member Keefe B, who claims he had a front row seat to the rapper’s killing.

Cops armed with a warrant, visited the Henderson, Nev., house of Paula Clemons Monday, according to TMZ.

Her husband Keefe B, a.k.a. Duane Keith Davis, claims to be the uncle of gangster Orlando Anderson, who is rumored to have fired several shots out of a vehicle and into Shakur’s chest on Sept. 7, 1996.

Anderson denied killing the 25-year-old musician before he too was gunned down in 1998. But Keefe B said the two of them were riding in the white Cadillac that pulled up next to Shakur’s black BMW a block off the Las Vegas Strip, where the “Hit Em Up” rapper was fatally shot.

Shakur died six days later at Sin City’s University Medical Center.

On the night of the shooting, Orlando and his associates got into a scuffle with Shakur and his crew outside the MGM Grand where Mike Tyson had a boxing match. Shakur was travelling with Death Row Records CEO Suge

Knight when the drive-by shooting occurred.

Keefe B implicated Orlando in the 2018 BET documentary “Unsolved: the Tupac and Biggie Murders” when he said the .40-caliber Glock pistol that killed Tupac was fired from the backseat of the Cadillac while he was seated on the front passenger side. The Independent said Keefe B was recorded more specifically telling police that Orlando —seated in the back of the vehicle — was the shooter. There

was also a third passenger in the back of the Cadillac.

Investigators told the Hollywood Reporter in 2018 they were aware of statements made by Keefe B and were reviewing the case accordingly.

“This case still remains an open homicide case,” investigators said.

Shakur was honored with a star on the Hollywood Walk of Fame last month. He was posthumously inducted into the Rock & Roll Hall of Fame in 2017. (NYDailynews)

JOB SUMMARY:

The Aftercare Executive is a key member of the Agency team with the responsibility of providing support and assistance to current domestic and foreign investors. The position is responsible for administering a relationship management programme with key investors and becoming a trusted advisor to company executives. As Account Manager, the role involves working closely with the CEO, SVP and Chairman to show support and encouragement to businesses with a propensity to expand or invest elsewhere on the islands. This position is vital to improving business retention and expansion and to encourage positive perceptions of the country through providing a strong ‘post-investment’ support programme.

The work includes developing and maintaining account plans for a group of selected businesses (key accounts); as Account Manager arranging proactive meetings for senior staff (Account Directors) with key accounts; as Account Director, taking the lead on relationship managing a further group of key accounts; monitoring operational businesses with Development Agreement commitments; monitoring trends in investor issues and preparing reports to Government; assisting any existing overseas investor, when requested, to address administrative hurdles related to their projects; and to take the lead in advocating for improvements to the business environment.

KEY DUTIES AND RESPONSIBILITIES:

1. To develop, on an annual basis, an aftercare plan and budget that will ensure that all existing clients can be properly supported.

2. To create a database of all foreign-owned businesses on the islands, including their commercial activities;

3. To be the first point of contact for general enquiries by existing investors on the islands;

4. To identify a list of key businesses (domestic and foreign) that are strategically important to the islands and have a propensity to invest further;

5. To maintain up to date Account Plans for the top 15 companies identified as being Tier 1 accounts and to arrange at least twice yearly meetings with their key executive for the Account Director of Invest TCI;

6. To maintain up to date Account Plans for 12 Tier 2 companies and to lead on aftercare services for these companies, including twice yearly visits;

7. To lead on arranging a twice-yearly meeting involving key accounts with the Premier/Minister of Finance to discuss matters of interest;

8. To collaborate with domestic and foreign investors to identify impediments to business development, conduct research on those various aspects of the business environment and make recommendations to the Board and Government on specific ways to enhance the business environment of the TCI;

9. To conduct an annual survey of investors and prepare a report for Government on the main findings of the investor contacts and identify what actions may be needed to assist investors in general and specific investors as appropriate.

10. To monitor progress for all Development Agreements, post business opening and alert Government Departments and the investors regarding key milestones in the Agreements;

11. Liaising with VP MSME over any issues affecting businesses in that program;

12. Through CRM, to produce a quarterly report on all Aftercare contacts. Contents of report to be defined but should include activities and results of individual investor visits, surveys and advocacy work set against the initial objectives.

13. To assist the Marketing and Communications team to identify and target investors who would participate in Team TCI and assist in the various marketing efforts.

14. To undertake any other relevant activities or duties as deemed by the CEO.

PERSONAL SPECIFICATIONS

Education and qualifications:

A Bachelor’s degree in finance, business, economics or related field. A Master’s degree will be an asset.

Experience and Knowledge:

1. A minimum of five years’ experience in project development, with knowledge of TCI laws dealing with investment projects.

2. Experience dealing with domestic and foreign investors in a commercial law environment.

3. Experience in marketing and sales and knowledge of networking and contact management.

4. Strong background in using various types of office related software and preparation of presentations and reports.

“I was welcomed as part of the family and that pushed me to give everything for this club and help achieve the goal we had last season, which we did.”

Nakamba signed for Aston Villa from Bruges in 2019 for £11m and made a total of 68 appearances for the club, but has not featured for Villa since the final game of the 2021-22 season.

“I just got in it and I drove,” Ricciardo said. “I didn’t really think about anything. I just drove and had fun. The times were good and I was competitive.

“There’s going to be a lot to learn but I’m not going to solve everything

this weekend so it’s really just about focusing on using things I do well.

“Everything I felt driving the car last week is how I want to go racing again. I just want to be in the moment, enjoying it, not thinking too far ahead.”

Ricciardo confirmed team principal Christian Horner’s claim earlier this week that he was targeting a return to Red Bull in the future. He left the team at the end of 2018 feeling they had become too preoccupied with Max Verstappen and went first to Renault and then to McLaren.

Although Alpha Tauri are struggling towards the back of the grid this year, he sees a return as a springboard to greater things.

“I knew everything that happened the last few years, and taking some time off, it would be very hard to go back in at the top,” Ricciardo said.

“Of course that was my wish but I think also you need to be realistic at some point and say: ‘OK, if I want to get back to, say, a Red Bull seat, then it’s going to take a bit of a process and a path’. This for me is the best path at the moment.”

He said he had driven the Alpha Tauri car on the simulator last week and was looking forward to taking it out on track at the Hungaroring for the first time in practice on Friday.

“I know the car will have limitations and I’m sure it’s not going to feel as good as

the car I drove a week ago. But I’ll just work with that.

“I drove it on the sim last week, and it seemed OK. I think it was a solid day on the sim.

“It will be a car I have to work at but I don’t see the pessimistic point of view, it’s just an opportunity for me.”

He said he believed his struggles at McLaren were centred on him “just lacking that confidence of just going out there and driving. Other thoughts creep into your mind.”

He said being back at Red Bull, for whom he won seven races from 2014-18, had allowed him to refresh his mind.

“I’ve enjoyed this year in general,” Ricciardo said. “It has been a lot of fun being back in the Red Bull family and it gave me some time away that was definitely needed.

Wolves have re-signed Republic of Ireland full-back Matt Doherty on a three-year contract.

Doherty left Wolves for Tottenham in 2020 but struggled to settle under a succession of managers and moved to Atletico Madrid in January.

UN Secretary General embraces calls for a new UN agency on AI

THE United Nations should create a new international body to help govern the use of artificial intelligence as the technology increasingly reveals its potential risks and benefits, according to UN Secretary-General António Guterres.

The UN has an opportunity to set globally agreed-upon rules of the road for monitoring and regulating AI, Guterres said Tuesday at a firstever meeting of the UN Security Council devoted to AI governance.

Just as the UN convened similar bodies to manage the use of nuclear energy, boost aviation safety and meet the challenges of climate change, Guterres said, the UN has a unique role to play in coordinating the international response to AI.

Already, the UN has been deploying artificial intelligence in its own operations to monitor ceasefires and identify patterns of violence, he added, and UN peacekeeping and humanitarian operations are also being targeted by hostile actors using AI for malicious purposes, “causing great human suffering.”

“The malicious use of AI systems for terrorist, criminal or state purposes could cause horrific levels of deaths and destruction, widespread trauma and deep psychological damage on an unimaginable scale,” Guterres warned. “Generative

AI has enormous potential for good and evil at scale. Its creators themselves have warned that much bigger, potentially catastrophic and existential risks lie ahead. Without action to address these risks, we are derelict in our responsibilities to present and future generations.”

By 2026, the UN should develop a legally binding agreement banning the use of AI in completely automated weapons of war, Guterres said. He also pledged to bring together an advisory council that will develop proposals for regulating AI more broadly by the end of the year, and teased a forthcoming policy brief with recommendations for governments on how to approach the technology responsibly.

Leading Tuesday’s meeting was UK Foreign Secretary James Cleverly, who called for international governance of AI to be tied to principles upholding freedom and democracy; respect for human rights and the rule of law; security, including physical security as well as the protection of property rights and privacy; and trustworthiness.

“We are here today because AI will affect the work of this council,” Cleverly said. “It could enhance or disrupt global strategic stability. It challenges our fundamental assumptions about defense and deterrence. It poses moral questions about

TENSIONS WITH CHINA ON DISPLAY

The Chinese government, meanwhile, argued that UN rules should reflect the views of developing countries as it seeks to prevent the technology from becoming “a runaway wild horse.”

International laws and norms around AI should be flexible to give countries the freedom to establish their own nationallevel regulations, said Chinese Ambassador Zhang Jun, who also blasted unnamed “developed countries” for trying to achieve dominance in AI.

“Certain developed countries,

in order to seek technological hegemony, make efforts to build their exclusive small clubs and maliciously obstruct the technological development of other countries and artificially create technological barriers,” Zhang said. “China firmly opposes these behaviors.”

Zhang’s remarks come on the heels of reports that the US government may seek to limit the flow of powerful artificial intelligence chips to China.

An official representing the United States at the meeting did not directly address the Chinese government’s accusations but added that “no member state should use AI to censor, constrain, repress or disempower people” — a possible veiled reference to China’s use of technology to surveil ethnic minorities.

TECH INDUSTRY WEIGHS IN

The meeting also included some voices from the tech industry. Addressing the security council via teleconference, Jack Clark, the co-founder of the AI company Anthropic, urged member states not to allow private companies to dominate the development of artificial intelligence.

“We cannot leave the development of artificial intelligence solely to private sector actors,” Clark said. “The governments of the world must come together to develop safe capacity and make further development of powerful AI systems a shared endeavor across all parts of society, rather than one dictated solely by a small number of firms competing with one another in the marketplace.” (CNN)

Drug donanemab seen as turning point in dementia fight

A new drug, donanemab, is being hailed as a turning point in the fight against Alzheimer’s, after a global trial confirms it slows cognitive decline.

The antibody medicine helps in the early stages of the disease by clearing a protein that builds up in the brains of people with this type of dementia.

Although not a cure, charities say the results in the journal JAMA mark a new era where Alzheimer’s can be treated.

The UK’s drugs watchdog has started assessing it for possible NHS use.

The drug works in Alzheimer’s disease, not in other types of dementia, such as vascular dementia.

In the trials, it appears to have slowed the pace of the disease by about a third, allowing people to retain more of their day-to-day lives and tasks, such as making meals and enjoying a hobby.

Mike Colley, who is 80, is one of only a few dozen patients in the UK to take part in the global trial. He and his family spoke exclusively with the BBC.

Mike gets an infusion each month at a clinic in London and says he is “one of the luckiest people you’ll ever meet”.

Mike and his family noticed he was having problems with memory and decision-making, not long before he started on the trial.

His son, Mark, said it was very hard to watch at the beginning:

“Seeing him struggle with processing information and solving problems was very hard. But I think the decline is reaching a plateau now.”

Mike, who is from Kent, said: “I feel more confident every day.”

Donanemab, made by Eli Lilly, works in the same way as lecanemab - developed by companies Eisai and Biogenwhich created headlines around the world when it was proven to slow the disease.

Although extremely promising, these drugs are not risk-free treatments.

Brain swelling was a common side-effect in up to a third of patients in the donanemab trial. For most, this resolved without

causing symptoms. However, two volunteers, and possibly a third, died as a result of dangerous swelling in the brain.

Another antibody Alzheimer’s drug, called aducanumab, was recently rejected by European regulators over safety concerns and a lack of evidence that it was effective enough for patients.

WHAT IS DEMENTIA AND WHAT CAN BE DONE ABOUT IT?

In the donanemab trial, researchers examined 1,736 people aged 60 to 85 with early-stage Alzheimer’s.

Half of them received a monthly infusion of the treatment and the other half were given a dummy drug, also known as a placebo,

US heatwave sees hospitals use body-bag ice treatment

An unrelenting heatwave continues to scorch much of the southern US, leaving more than 90 million Americans under a heat advisory.

In Phoenix, temperatures hit 110F (43C) for the 19th straight day, shattering the city’s previous record.

Officials said hospitals were using body bags filled with ice to cool down some patients who have overheated.

Temperatures were set to be dangerously high across the US all week.

An oppressive heat dome has settled over much of the US South, sending temperatures soaring from Florida to California.

More than 12,000 recordhigh temperatures have been recorded in the US so far this year, according to the National Oceanic and Atmospheric Administration (NOAA).

Arizona’s largest utility service said customers broke the record for most electricity used at once, as residents blasted air conditioners to escape the heat.

Persistent exposure to extreme heat can lead to heat exhaustion, dizziness, fainting and headaches as blood pressure drops.

In Phoenix, 12 people have died after suffering effects due to the current excessive heat, officials said.

Doctors at the Valleywise Health Medical Center, told CNN the effects of the unrelenting heat were overwhelming the healthcare system.

“The hospital has not been this

busy with overflow since a few peaks in the Covid pandemic,” emergency room doctor Frank LoVecchio told the outlet.

A hospital official said emergency room doctors are placing patients in body bags filled with ice, in extreme cases, in an attempt to cool them down.

In an interview with the health news outlet, Stat News, emergency physician Dr Geoff Comp, who helped develop the life-saving protocol, said body bags were ideal for treating heat stroke victims because they could cool someone twice as quickly as traditional methods.

Patients are immersed in the icefilled bags, which are waterproof and have enough room for doctors to perform some procedures, according to Stat News.

In Las Vegas, sweltering temperatures have stunned even veteran emergency responders. Las Vegas paramedic David Schilling estimates calls to emergency services have soared by 40%largely from tourists who are not yet acclimatised to the city.

It is not clear how much donanemab may cost and how long it might take to get approval in the UK, but Alzheimer’s experts said having two drugs would help promote competition on price.

MIND diet for brain health shows surprising results in new clinical trial

RESULTS are in from the highly anticipated clinical trial on the Mediterranean-DASH Diet Intervention for Neurodegenerative Delay or MIND diet — a diet designed specifically to boost the brain — and they are less stellar than anticipated.

“We really expected that the MIND diet would show an effect above the control group, so we were quite surprised by the outcome,” said lead study author Lisa Barnes, associate director of the Alzheimer’s Disease Research Center at Rush University Medical Center in Chicago.

Actually, the MIND diet did improve the brains of those who followed it for three years. At the end of the study magnetic resonance imaging (MRI) scans showed fewer white matter hyperintensities (tiny lesions) and a larger volume of both grey matter (the brain’s cognitive centre) and white matter (the brain’s communication highway).

But here’s the rub — the brains of the control group who were not eating the MIND diet also improved to a similar degree.

Past studies have shown both the MIND diet and the Mediterranean diet significantly reduced the risk of cognitive decline and Alzheimer’s disease. However, many of the studies had a much longer duration, Barnes said.

“My main concern with this trial from the beginning has been that three years may be too short a time to have an impact on a disease process that develops over many decades,” said leading nutrition researcher Dr Walter Willett, a professor of epidemiology and nutrition at Harvard T.H. Chan School of Public Health and professor of medicine at Harvard Medical School

Willett pointed to an older clinical trial which found eating more beta-carotenoids, the antioxidants found in red, yellow, orange and dark green fruits and vegetables, produced cognitive benefits — but only after years on the diet.

“After 15 or more years of betacarotene supplementation there was significant and importantly better cognitive function in the beta-carotene group compared to placebo, but after just several years there was no difference,” said Willett, who was not involved in the new study.

In addition, people in the new study’s control group may have improved their own diet instead

Despite the disappointing results of this trial, other studies have found that the MIND diet can reduce the risk of cognitive decline and Alzheimer’s disease

of sticking to instructions to eat as they always had, said Barnes, who presented her paper Tuesday at the 2023 Alzheimer’s International Conference in Amsterdam.

“It’s not like people who were on the control diet stayed flat,” she said. “Everyone was eating healthier, losing weight, and so they all got better. My takeaway is that regardless of the type, a healthy diet does seem to improve cognitive function.”

It’s difficult to do a long-term clinical trial in nutrition because people may realise which arm of the study they are in, said Dr David Katz, a specialist in preventive and lifestyle medicine who founded the nonprofit True Health Initiative, a global coalition of experts dedicated to evidencebased lifestyle medicine. He was not involved in the study.

“Enrolling in the study likely heighted awareness of prudent dietary practices to protect cognition among people already concerned about that,” Katz said. “This study did not exclude a difference; it simply failed to confirm one.”

at Rush University in Chicago, the MIND diet incorporates much of the plant-based Mediterranean diet, which focuses on fruits, vegetables, whole grains, beans, seeds, nuts and a lot of extra-virgin olive oil. Red meat and sweets are eaten rarely, but fish, which are packed with good-for-you omega-3 fatty acids, are a staple.

The MIND diet also assimilates elements of the Dietary Approaches to Stop Hypertension (or DASH) diet. The DASH diet focuses on lowering blood pressure and cholesterol which can lead to heart attacks, strokes, and constriction of small blood vessels that can lead to dementia. The standard DASH diet limits salt to 2,300 milligrams a day, less than a teaspoon of table salt

Numerous studies have found the Mediterranean diet can reduce the risk for diabetes, high cholesterol, dementia, memory loss, depression and breast cancer. The diet, which is more of an eating style than a restricted diet, has also been linked to stronger bones, a healthier heart and longer life. The DASH diet has been shown to reduce blood pressure and is the American Heart Association’s top diet.

The MIND diet takes the

overweight people over 65 for three years. All had a first-degree relative with Alzheimer’s disease and were cognitively normal at the start of the study.

The experimental group was asked to follow the MIND diet while also cutting 250 calories a day with the help of a counselor. Vitamin supplements were not allowed. This group was provided with appropriate amounts of olive oil, blueberries and nuts each month.

The control group was told to continue eating their regular diet without vitamins but to also try to cut 250 calories a day with counseling help. They were given $30 gift cards monthly.

A battery of cognitive testing was done when the study started and repeated at set intervals, while regular blood tests measured biomarkers, such as beta carotene, which indicated how well each person was following the MIND diet.

Mediterranean and DASH diets to the next level by focusing on foods known to boost brain health. Dark leafy greens should be eaten every day of the week on the MIND diet. Those include arugula, collards, dandelion greens, endive, grape leaves, kale, mustard greens, romaine lettuce, spinach, Swiss chard and turnip greens.

Berries are also stressed over other fruits on the MIND diet. Blackberries, blueberries, raspberries or strawberries should be eaten at least five days a week.

In addition, three servings of whole grain should be eaten daily. Beans should be eaten in four meals a week, poultry in two and fish at least once a week. Eat nuts five times a week, and avoid butter, cheese, red meat, fried foods and pastries and sweets.

A 2017 study of nearly 6,000 healthy older Americans with an average age of 68 found those who followed the Mediterranean or MIND diet lowered their risk of dementia by one-third.

BOTH GROUPS LOST WEIGHT

The study, published Tuesday in the journal New England Journal of Medicine, followed 604

By the end of six months, however, people eating the MIND diet improved their diet quality score by over three points — which was maintained for three years — while the control group improved by less than a point. “The five kilogram weight loss in both groups is impressive, better than many weight-loss trials,” Willett said. “It is clear that the control group was making dietary changes.”

Blood tests found levels of carotenoids, such as beta carotene, were much higher at first in the group eating the MIND diet, but the increase was “not sustained with time and for most of the trial were real but modest,” Willett said.

Vegetables and fruits are key sources of carotenoids and “also seem to be the most important component of the Mediterranean diet for cognitive function,” Willett said. “The trial supplied olive oil and nuts, but not vegetables so it should not be surprising that the differences in carotenoids were not maintained.”

Such results, while disappointing, do not mean that the mountains of research on the benefits of the Mediterranean and DASH diets have been disproven, experts say. Quite the opposite, in fact.

If they are able to offer a package so attractive that it lures Liverpool’s captain from Anfield, it is a stark reality for others in the Middle East and North Africa region.

Storied clubs such as Al-Ahly and Zamalek of Egypt, with 16 continental championships between them, Wydad Casablanca in Morocco as well as Tunisian and Algerian clubs have massive support.

But they are increasingly losing big names to Saudi Arabia, with Egypt players Ahmed Hegazi and Tarek Hamed moving to Al-Ittihad. Even the region’s biggest stars such as Algeria’s Mahrez and Morocco’s Hakim Ziyech have been closely linked with Saudi moves.

Teams in the United Arab Emirates and Qatar have signed big-name players in the past but do not have the fan bases of their big Saudi rivals or the same strength in depth.

SAUDI LEAGUE SET TO DOMINATE IN ASIA?

With the national team appearing at six World Cups as well as winning three Asian Cups and with clubs winning the Asian Champions League six times, Saudi Arabia has always been a regional and continental powerhouse. The country’s new financial power in football has, however, put it on a completely different level on the pitch.

South Korea’s K-League is the most successful in terms of Asian club titles but even big teams such as Ulsan Hyundai Horangi, Jeonbuk Hyundai Motors and Suwon Samsung Bluewingsthanks to their corporate backing - have never had pockets deep enough to sign big overseas names.

China’s league did make headlines and waves in the previous decade but the days when it rivalled the Premier League in terms of spending are over and, after a number of bankruptcies, clubs are more focused on survival.

Japan is Saudi Arabia’s rival in

terms of being the best league in Asia on the pitch but it is falling behind in terms of profile and star power.

Never has an Asian league had such ambition and deep pockets.

Star players do not only bring more quality but are also designed to result in more fans, broadcast deals, sponsorship, merchandise sales and investment.

Saudi Arabia’s target is that the league will be in the world’s top 10 in terms of revenue generation by 2030.

Already, there are positive commercial signs.

Al-Nassr play Benfica on Thursday then face Paris StGermain and Inter Milan in Japan later this month.

The club have also signed a shirt deal with Nike, with an official telling the BBC the American sportswear giants can help ensure the yellow shirts worn around the world are official.

In November, there were 10,000 visits to the merchandise page of the club’s website. In Januarythe month Ronaldo signed - that number had increased to 300,000.

“We have seen more AlNassr shirts since last season and it’s increasing so much,” says Mohammed.

To say Bayern Munich’s opening preseason friendly was a one-sided affair would be something of an understatement.

The defending German champion beat ninth-tier RottachEgern 27-0 on Tuesday as Bayern showed no mercy against the amateur side – perhaps the team doesn’t need Harry Kane after all. Commonwealth Games: Gold Coast ready to step in as 2026 hosts, says mayor Tom Tate

Gold Coast is ready to step in to stage the 2026 Commonwealth Games after the state of Victoria pulled out, said mayor Tom Tate.

The coastal city - host of the 2018 Games - is in the Australian state of Queensland, which is preparing to host the 2032 Olympics in Brisbane.

Tate says hosting the Commonwealth Games will help those preparations.

His rescue plan is “fully supported” by Athletics Australia - the country’s sporting governing body.

“We firmly believe the city is in a unique position to step forward,” said Athletics Australia.

“As witnessed in 2018, the Gold Coast demonstrated its

remarkable ability to host a Games of exceptional quality, and one that left a profound impact on Australian sport.

“With an opportunity to make an impact on athletes aiming for the 2032 Olympic and Paralympic Games, we firmly believe that the city... [can] preserve the spirit of the Commonwealth Games.”

The Commonwealth Games Federation (CGF) struggled to find a host before Victoria stepped forward in April 2022.

A CGF spokesperson said on Thursday they had “not even begun” to explore any alternative hosting options for the 2026 Games.

Manchester United have completed the £47.2m (55m euro) signing of goalkeeper Andre Onana from Inter Milan.

The Cameroon international, 27, has signed a five-year contract, with the option of a 12-month extension.

The deal is worth an initial £43.8m plus a possible £3.4m in add-ons, and the former Ajax keeper is set to join up with the United squad on their pre-season tour of the United States.

“To join Manchester United is an incredible honour,” he said.

“I have worked hard all my life to get to this moment, overcoming many obstacles along the way.”

Onana will replace David de Gea as United’s first-choice keeper, with the Spaniard having left in July when his contract expired after 12 years at the club.

“Walking out at Old Trafford to defend our goal and contribute to the team will be another amazing

experience,” Onana added. “This is the start of a new journey for me, with new team-mates and new ambitions to fight for.

“Manchester United has a long history of incredible goalkeepers, and I will now give everything to create my own legacy in the coming years.

Weinman wins record-breaking $12.1M prize in World Series of Poker

Daniel Weinman was crowned winner of the 2023 World Series of Poker (WSOP) Main Event on Monday, taking home a record breaking $12.1 million in winnings.

Weinman had to outlast the other 10,043 entrants to take home the prize and get his hands on his share of live poker’s largest ever prize pool – a staggering $93,399,900.

As well as taking home the prize money, 35-year-old Weinman also got his hands on the WSOP Main Event bracelet. The huge bracelet contains 500 grams of 10-karat

yellow gold, as well as 2,352 various precious gemstones.

“I was honestly on the fence about even coming back and playing this tournament,” Weinman told reporters after his victory.

“I’ve always kind of felt that poker was kind of going in a dying direction, but to see the numbers at the World Series this year has been incredible,” the Atlanta native added. “And to win this main event, it doesn’t feel real. I mean, [there’s] so much luck in a poker tournament. I thought I played very well.”

When asked what he would do with his winnings, Weinman opted to keep his cards close to his chest.

“I have no clue. Probably invest it. Probably not the best answer everybody wants to hear, but I’m fairly cautious with it away from the table. Even though I like to gamble pretty hard,” he told

reporters.

T20 World Cup Qualifier: Ireland defeat Italy by seven runs in exciting Edinburgh opener

Ireland started the T20 World Cup Qualifier with a seven-wicket victory over Italy in Edinburgh on Thursday.

Curtis Campher (61) and Harry Tector (41) put on 76 for the fourthwicket to help the Irish to 158-8.

Gian-Piero Meade and Gareth Berg joint top-scored for the Italians with 26 as they fell short of the victory target.

It was Paul Stirling’s first game as Irish interim white-ball captain after replacing Andrew Balbirnie, but the opener was dismissed for just two runs while Lorcan Tucker also fell cheaply.

Al-Ettifaq agree deal worth £12m plus add-ons for Liverpool captain Henderson

Liverpool have agreed a deal in principle worth £12m plus add-ons to sell captain Jordan Henderson to Saudi Arabian club Al-Ettifaq.

Henderson travelled to Germany with Liverpool for their training camp but was not involved in their 4-2 friendly win over Karlsruher.

The England midfielder, 33, has two years left on his contract at Anfield.

Over 100 young footballers experience Real Madrid Foundation Clinic

Over 100 youngsters from the Turks and Caicos Islands experienced the Real Madrid Foundation Soccer Clinic, which was held at the Turks and Caicos Islands Football Association’s National Academy this month.

The event proved to be an active learning experience for players between the ages of 7-14.

Both male and female players benefited from drills by highly qualified football trainers from the world-renowned club.

Among the officials from Real Madrid was former Spanish footballer and Real Madrid stalwart José María Gutiérrez Hernández. Prior to the activity, the TCIFA had noted that it was proud to partner with The Real Madrid Foundation and Desarollos Hotelco in the initiative. It stated that it expects participants to intensively learn the values and resource characteristics of the comprehensive coaching of the Real Madrid Foundation schools.

Rayvon Black claimed two podium finishes when he competed at the NACAC U13 and the NACAC U15 Championships last weekend,

in the Dominican Republic. Black won two bronze medals, one in the shot put and the other in the 80m hurdles in the U15 category.

The 14-year-old, who attends school in Jamaica, was also very competitive in several other events.

TCI was represented by two boys and two girls each in the two

age categories. Most of the athletes travelled from the TCI.

Police Action League basketball tips off this week

THE Police Action League is back and the youngsters will take to the court this week for the opening clashes of a more comprehensive season.

This year the players will battle in 13-and-Under, 15-and-

Under and 17-and-Under divisions.

The event tips off on Friday at the Gustarvus Lightbourne Sports Complex court with two clashes in the oldest age division.

In the opening 17U games from 5:30 pm on Friday, Avengers will battle Seaquest, followed by Badgers taking on Skyhawks one hour after.

The action bounces off on Saturday with Commanders

tackling Guardians from 9 am, Seaquest against Avengers from 10 am and Badgers against Skyhawks from 11 am all in the 13U division.

The 15U division will bounce off from midday

with Commanders versus the Guardians, Seaquest against Avengers and Badgers against Skyhawks.

At 3 pm, the 17U battle continues with Commanders tackling Guardians.
