Landscape Architecture
The LPAS design process integrates architecture, landscape architecture, and interior design. The synthesis of these disciplines results in a cohesive, efficient, and cost effective design approach.

Approach to working with State of California and Local Agencies
LPAS has a very diverse practice that involves many different building types and market sectors, all requiring review and approvals from numerous state and local authorities having jurisdiction. We have extensive experience and knowledge of the procedures, systems and protocols of these authorities and we have developed and nurtured close working relationships with them. Our familiarity with these agencies is valuable to attain review and approval in a timely manner and for the ability to discuss and negotiate code interpretations.
California State Fire Marshal (SFM)
LPAS has a long history of successful projects and collaboration with the SFM and has a formal process and approach to working with the agency.
During the design process we meet several times with the SFM so they are not surprised to receive a permit application and the design team is not surprised by any code issues. This process significantly reduces the number of resubmittals and ensures timely review. Additionally, we request that the SFM keep a record of all topics of discussion and agreements. When we submit our documents for plan-check we include a reminder that the SFM has these records on file.
cDivision of the State Architect (DSA)
LPAS has successfully closed out over 40 projects through the Division of the State Architect (DSA) and we have excellent relationships with several DSA offices and their respective reviewers and Inspectors of Record (IOR) for field observations and review.
Title 24
Always a proponent of smart, value-driven design, we have extensive expertise in Title 24 calculations. We are careful in considering all materials and systems, particularly the energy performance of glass as it affects Title 24 calculations and the selection of mechanical equipment. We treat Title 24 as a baseline minimum standard for all our projects. The majority of our projects exceed Title 24 standards, achieving LEED credits for energy conservation as well as public utility rebates.
For example, the Butte College Instructional Arts building designed by LPAS exceeds Title 24 by 48.5% and received a $82,228 rebate from PG&E’s Savings by Design program; the Butte College Student General Services building exceeds Title 24 by 28% and received a $43,366 rebate from PG&E.
We also have expertise with the CALGreen Code, HPI Program energy efficiency regulations, sustainable design guidelines, emerging technologies and Grid Neutral.
Sustainability and Zero Net Energy Ahead of the Curve
Sustainability is a core value of LPAS. We actively promote the implementation of sustainable architecture and the integration of green building techniques into the design and construction process of all our projects, whether the project is targeting LEED certification or not. We believe our practice should be responsible to support all methods to curtain global warming while meeting the specific sustainability goals of our clients. LPAS is a leader in the Northern California region in sustainable design and has completed over 40 LEED Certified projects and Build-It-Green Certified projects.
LPAS recently completed 10 regional California Lottery distribution centers and offices throughout California designed for Zero Net Energy (ZNE) and LEED Gold or Slilver. The goal for the 10 projects was to be ahead of the curve on the ambitious Zero Net Energy (ZNE) building goals of the California Energy Efficiency Strategic Plan.

RagingWire CA3 adds 180,000 square feet to what is already California’s largest data center. The project is a conversion of an existing 153,000 square foot “big box” warehouse into a highly secured data center totaling 154,500 square feet of raised data floor. The project required LPAS to assist RagingWire in developing thier proprietary program including back-of-house and under-floor infrastructure necessary to service the 200 watts per square foot data floor. In addition to the infrastructure phasing requirements, controlled movement throughout the facility was addressed and coordinated in alignment with the ability to service equipment, regulate vendor operations, access customer cages, and maintain fire/ life safety exiting issues. The project includes on-site fuel tanks with 13 generators, external cooling towers, internal chillers, de-humidifying room, high-voltage server room, and a 67,500 square foot data floor.

This circa 1978 tilt-up concrete structure, originally designed as part of an R&D office park, was reinvented into a state-of-the-art data center. The simple box-like structure was transformed into a high-tech facility that conveys movement, security and advanced infrastructure. Through the use of perforated panels, cement panels and horizontal glazing elements, the exterior brings energy to the site and controls visitor access. The lobby uses high tech LED lighting and illuminates the 24/7/365 security and fail safe operations of the data center.

VA2 Data Center is located in the heart of Northern Virginia’s “Data Center Alley” which processes 70% of the world’s Internet traffic. Completed in 2017, the data center is an adaptive reuse of a 2-story, 140,000 square foot building. The project features 14MW of power and will nearly double the size of RagingWire’s Ashburn campus to 290,000 square feet.

Laguna Springs Professional Center Elk Grove, CA
Located in Elk Grove, just south of Sacramento and adjacent to Interstate 5, the new headquarters for the California Department of Corrections and Rehabilitation (CDCR) is a campus of secure facilities consolidating 1,400 employees. LPAS designed the entire pedestrian-oriented campus which features connectivity between five buildings totaling over 420,000 square feet.
Designed to meet the needs of CDCR, the privately developed project includes three new LEED Gold certified buildings ranging from 3 to 4 stories. LPAS provided master planning and full architectural, interior design, landscape architecture services, beginning with space program verification and through construction administration services.
The project features cost-effective tilt-up construction with a high-efficiency envelope design, efficient curtain wall system, and a variety of work spaces from open areas to private offices. The LEED Gold certified buildings features sustainable strategies including roof-mounted 292 KW photovoltaic arrays and electrical vehicle charging stations.

The Southern Distribution Center and Warehouse is the second of ten regional offices designed and completed for the California State Lottery. The goal for the existing and new office building/warehouse is to achieve Zero Net Energy (ZNE) and LEED Silver or Gold certification. The primary function of the Distribution center is to disperse lottery tickets to retail clients. The office space features a lobby, open office workstations, private offices, an employee breakroom, and conference room. ZNE usage is achieved primarily through the cost efficient approach of accessing the large roof area through photo voltaic arrays.

LPAS is currently serving as Master Architect on ten regional California State Lottery offices throughout California - both new and renovation - each with the goal of achieving Zero Net Energy (ZNE) and LEED Silver or Gold certification. The first of the ten projects renovates and expands an existing building in Santa Fe Springs to be used as a regional sales office and warehouse. ZNE strategies aimed to meet these goals include extensive use of daylighting techniques (interior glass walls, rooftop monitors, skylights), rooftop solar array, exterior insulation system, charging stations and renewable materials.

This new civic office building serves the needs of the City’s Information Technology Department, Fire Department Administration, and provides office space and a public counter for the City’s Alternative Transportation Division. Two floors of the building are leased to the Sierra Joint Community College District, providing instructional classroom space and bringing students and activity to this downtown location. The project also provides street-level retail/restaurant space. 316 Vernon is the first building to receive a Platinum rating by the United States Resiliency Council (USRC) for building performance in the event of an earthquake or natural disaster.

Red Bluff, CA
The new Tehama County Courthouse is a 62,033 square foot facility with 5 courtrooms to accommodate jury trials. Services to the public include civil, criminal, juvenile, traffic and family law. A secured holding area for in-custody defendants is also included in this program. The design challenges for this court building include creating a building that is responsive to the local context, geography, climate, culture and history of Red Bluff and at the same time, representing the dignity of the law, the importance of the activities within the courthouse, and the stability of the judicial system.
After extensive analysis and evaluation by LPAS, it was concluded that the most costeffective method of construction would be tiltup concrete – a system not usually associated with civic buildings of this type. The challenge was to effectively design the building to take advantage of the cost benefits of tilt-up and create a structure with a sense of stability, prominence, and stature appropriate for an important civic building.

LPAS served as the Master Planner for Folsom Lake College from 1989 - 2013. The campus is the first new community college campus designed in California in over 25 years.
Beginning with the original master plan, LPAS designed the entire campus through 2011, spanning over a dozen projects totaling over $120 million and over 230,000 square feet of program intensive space. In 2013, and again in 20189 LPAS completed planning services to update the 151-acre Master Plan to help guide the future development of buildings and the landscape of the campus. Deliverables included both 2D graphics and a complete 3D model of the campus and fly-through animation.

The Capitol Avenue Garage is a new mixed-use garage and retail development. The garage features a total of 410 parking stalls with designated spaces for retail and accessibility. The garage is accessed from Capitol Avenue and an adjacent alley to the building. The garage building illuminates at night with a colorful light display that brings vibrancy to the corner of this busy downtown Sacramento intersection.

Krush Burger is the first brick-and-mortar store originating from the mobile food truck concept that won the Sacramento People’s Choice award for “best burger.” The new restaurant is located on the first floor of the California State Lottery Headquarters building and serves burgers, draft beer and Starbucks coffee. The space seats 68 people and features industrial-style architecture with open ceilings, exposed ductwork, large screen TVs, a unique large fan, custom graphics and the reclaimed wood crate.

This mixed-use project provides Sacramento with its first new central-city grocery store in decades. The grocery is flanked by small eateries and stores as well as eleven luxury lofts to create a vibrant mixed-use community. The use of brick walls, metal awnings, trellises, multipaned steel windows, and a 135 foot tall brick and steel “water tower” recall the 19th century industrial heritage originally developed along this street.

LPAS recently won this new campus faculty housing project that will be a Design-Build delivery with Otto Construction. Located at the edge of the Sacramento State (CSUS) campus, the site is situated in an established residential neighborhood. The architecture, massing, scale, and materials were designed within the neighborhood context. The building is organized to save the existing Oak tree and focal point of the courtyard.
