Overview

The Republic of the Maldives — an archipelago comprised of over 1,200 islands branched into 20 naturally forming atolls — is situated in the Indian Ocean. It lies southwest of India and Sri Lanka and the capital city of Maldives is Male’ located in Kaafu Atoll.

The main growth sector of the Maldives economy is the tourism industry whereas agriculture and fisheries industries are secondary contributors. Public policy initiatives set by the government and current legislation encourage foreign actors to invest particularly in the tourism industry and infrastructure projects.

Dhivehi is the official language of Maldives but English is widely spoken and used in business.

Economic Overview of the Maldives

The quarterly economic bulletins and annual report released by the Maldives Monetary Authority has revealed that the Maldivian economy had a strong economic growth despite the impacts of COVID-19 and Russia-Ukraine conflict.

The Gross Domestic Product (GDP) of the Maldivian economy strongly recovered in Q3-2022 and strengthened further in the Q4-2022 due to swift actions from central banks to combat global inflation. The Quarterly National Accounts (QNA) estimates released by the National Bureau of Statistics on 29th December 2022 revealed that the real GDP of the country had a strong annual growth of 10.5% in Q4-2022 as a result of the tourism sector growth by 3.0 percentage points followed by transportation and communication sector (2.1 percentage points) and

wholesale and retail trade (1.9 percentage points) The tourist arrivals of Q4-2022 rose by 7% compared to Q42021 from 451,075 to 484,674 along with the momentum of the tourism peak season, almost reaching the prepandemic tourist arrival numbers in Q4-2019 whereas the annual total arrivals is 2% below pre-pandemic levels. The tourist bednights increased by 15% in Q4-2022 compared to pre-pandemic levels of Q4-2019. International tourist arrivals increased by 62% compared to Q4 2022 while there were 167 resorts in operation.

The Maldivian economy observed a significant growth during the traditional peak season of the tourism sector, as the resorts in operation increased from 160 resorts in Q4-2021 to 167 resorts in Q4-2022. The strong pentup demand, higher confidence levels, and the continued removal of restrictions in several destinations has enabled to further increase the economic activities with eased travel restrictions.The operational bed capacity rose by 14% where resorts account for 69% of beds while guesthouses account for 24% of beds. Despite the increased arrivals and operational bed capacity, the occupancy rate of the industry declined from 68% in Q4-2021 to 60% in Q4 2022 while the average occupancy level also declined from 80% in Q4 2021 to 72% in Q4 2022.

The construction sector remained moderate in Q4-2022 where the gross value added by the import of constructionrelated items had a decline of 27.1% in annual terms and remained 55% lower than the pre-pandemic levels although the import of such items had an annual increase of 17%.

The decline of credit lent for construction of residential or housing projects, resorts, and guesthouses has acted as a main factor for the decline in the sector.

Furthermore, activities in the wholesale and retail trade sector have also expanded during Q4-2022 supported by the strong growth of the tourism sector and overall increase in domestic demand. Such as the private sector imports excluding imports by the tourism sector increased by 15% in annual terms along with a 10% rise in commercial bank credit to the sector. Moreover, the fisheries sector had mixed developments in Q4-2022 despite annual decline in fish purchases by fish processing companies. The volume of fish exports increased by 2% (511.8 metric tonnes) during Q4 2022 while the fish purchases totalled 24,114.8 metric tonnes reflecting a decline of 14% compared to Q4 2021.

The revenue of the government excluding grants increased by MVR 1.9 billion in Q3 2022 in comparison to Q32021 totalling to MVR 6.9 billion contributed by a major increase in tax and non-tax revenues. This is the result of a significant increase in both tax revenue and nontax revenue due to the major upturn in economic activity from the tourism sector. Such as business profit tax (BPT) accounted a growth of MVR509.7 million followed by an increase in tourism goods and services tax (T-GST) by MVR 242.7 million. In addition, the largest increase within the non-tax category is the other fees and charges accounting for an increase of MVR 653.5 million in Q3-2023 while a decline was observed in rent from resorts.

The total government expenditure excluding debt amortization recorded an increase in annual terms of MVR 990.1 million and totalling to MVR 8.5 billion in Q3-2021. This is mainly due to the significant increase in recurrent expenditure amounting to MVR 751.6 million and capital expenditure of MVR 238.5 million. Furthermore, the rise in expenditure on other infrastructure assets, and expenditure on roads, bridges, and airports amounted to MVR 344.2 million and MVR 247.4 million respectively.

The Consumer Price Index (CPI) of the economy increased to 3.1% in Q4-2022 from 2.7% in Q3-2022 as the price pressures increased in most of the categories of CPI mainly contributed by the cost of education services, outpatient care services and transport services offset by decline in prices of information and communication services and fall in housing rent. However, the elevated energy prices, other imported input costs, and wage increases have contributed to the strong price pressures in the domestic economy. The second highest weightage of the inflation points (1.4 percentage points) is the food and nonalcoholic beverages with a CPI basket weight of 23.5%. Although there was a decline of 6.3% in food inflation in Q3 2023, an increase was reflected in major categories such as fruits (7.9%), dairy products (6.6%), cereals and cereal products (3.8%), and oils and fats (28.9%).

The annual monetary developments in broad money growth rate decelerated further 6% by the end of December 2022. This was due to the slowdown in transferable deposits, savings, and timed deposits along with a decline in currency outside depository corporations. Moreover, a decline was observed for foreign currency denominated demand deposits.

Referring to the external trade, the total merchandise exports had an annual increase of 36% during Q4 2022 as a result of the significant increase in merchandise reexports (62%) along with the rise in domestic exports valued at US$116.5 million and US$74.1 million respectively.

Moreover, the merchandise imports had a significant annual increase of 17% (US$137.7 million). The major import categories include petroleum products USD 58.1 million (42%), food items USD 79.1 million (81%), constructionrelated items USD 19.5 million (17%), transport equipment and parts USD 50 million (82%), and electrical and electronic machinery and equipment USD 18.3 million (47%). Furthermore, the Gross International Reserves (GIR) increased to USD 827.7 million by the end of Q4-2022 with the increase in short-term foreign liabilities.

Government Budget 2023

A government budget is an annual financial statement that outlines the estimated government expenditure and expected government receipts or revenues for the forthcoming fiscal year, which may or may not correspond with the current calendar year. In the Maldives, the Ministry of Finance is the government authority to set and forecast the budget for the forthcoming fiscal year.

The Finance Ministry has proposed a total of MVR 42.8 billion as the state budget for the year 2023. The 2023 budgeted MVR 40.7 billion as expenditure for the year while the estimated revenue is at 32.1 billion leaving a budget deficit of MVR 8.6 billion compared to a deficit of MVR 9.82 billion in 2022.

The 2023 budget will mainly focus on recurrent expenditures which account for MVR 28.6 billion of the budget. While MVR 5.65 billion has been set for other capital expenditure, MVR 8.43 billion has been allocated for PSIP. Hence, with 20.7% of the total budget being allocated for PSIP, the budget complements the aims of the government to accomplish various development programs in the Maldives.

REVENUE AND EXPENDITURE

It is estimated that the government would receive MVR 32.1 billion as revenue and grants in 2023, of which tax revenue constitutes the major item. Government revenue is classified under three main headings – tax revenue, nontax revenue and grants.

The estimated budget for 2023 is MVR 42.8 billion, of which total expenditure is 40.7 billion. Total expenditure is calculated by deducting loan repayments and contributions to international financial institutions.

Government expenditure is made up of two main components; recurrent expenditure (expenditure incurred for the day-to-day running of the government and providing public services) and capital expenditure (expenditure on infrastructure projects and capital items such as machinery).

The estimated budget balance for 2023 is a deficit of MVR 8.6 billion. This deficit is financed through various financial instruments such as Bonds, Sukuk, Treasury Bills and other means of borrowings.

The overall budget balance is the difference between total revenues and grants, and expenditures. There will be a budget deficit if the total expenditures are higher than the total revenues and grants. The primary budget balance is the overall balance after deducting loan servicing costs.

According to the Ministry of Finance, the biggest portion of the budget for 2023 is allocated for economic affairs. The 2023 Budget includes a total of MVR 10,525 million on economic affairs. Most of the expenditure in this sector (MVR 4.9 billion) is allocated for general economic, commercial & labor affairs while MVR 2.9 billion is allocated for transport. The remaining budget is distributed among agriculture, fuel & energy, mining, manufacture & construction, communication and other industries.

GENERAL PUBLIC SERVICES AND RECREATION, CULTURE AND RELIGION EDUCATION

The second-highest amount in the 2023 budget is allocated for General Public Services and Recreation, Culture and Religion with a total of MVR 8,535 million. The 2023 budget allocates MVR 2,039 million on the provision of general public services while a total of MVR 1,816 million is allocated for executive and legislative organs, financial and fiscal affairs, and external affairs and MVR 195 million on general public services. Moreover, MVR 958 million is allocated for recreation, culture, and religion whereas MVR 431 million is allocated for recreation and sporting services and MVR 370 million for religious and other community services.

The education sector is one of the key areas the government is focused on in its budget for 2023. Therefore, it has allocated MVR 4,648 million for the education sector. Among that, MVR 857 million is allocated for tertiary education while MVR 3,791 million is allocated for other levels of education.

The 2023 budget includes a total of MVR 5,043 million for the provision and expansion of healthcare services. From this budget, MVR 2,469 million is allocated for employee remuneration and related costs in the health sector while MVR 995 million is allocated for medical consumables and supplies. Moreover, the remaining budget will be utilized for other general hospital services.

HEALTH SOCIAL PROTECTION

Expenditures on this function aim to promote equality within the society. From the budget allocated for this sector, MVR 1,600 million is allocated for sickness and disability allowances, MVR 1,600 million for pension of elderly, and MVR 716 million for family & children and other expenditure for social protection. The 2023 Budget has allocated a total of MVR 3,916 million for this sector.

HOUSING AND COMMUNITY AMENITIES

MVR 2,825 million is allocated for housing and community amenities in the 2023 Budget. Among this, the majority of expenditures (MVR 2,700 million) are on housing and community development. Other expenditures allocated in this sector are for providing drinking water.

The 2023 Budget allocates a total of MVR 1,844 million majorly on border control and public safety. Furthermore, the 2023 budget allocates MVR 3,400 million for public order and safety which includes MVR 2,200 million for police services and the remaining for law courts, prisons, and others. This constitutes a total budget of MVR 5,275 million.

ENVIRONMENTAL PROTECTION

The 2023 Budget allocates a total of MVR 2,006 million on environmental protection. Expenditure on this function includes waste management, wastewater management, pollution abatement, protection of biodiversity and landscape, among others. The largest component, among this, is sanitation in islands for which MVR 822.7 million is allocated.

Legal & Regulatory Framework

The Maldives follows a common law system with the Maldivian Courts given discretion to apply the law in accordance with existing legislation by using common law precedents and, sources of Islamic law (Shari’a). Laws that govern commercial enterprises and undertakings are generally covered in the following sources of law:

The Maldives has a presidential system whereby the President is elected by popular vote for a period of five years and may sit for a maximum of two terms. The members of parliament, contains a total of 85 members elected by popular vote every five years.

Laws are passed by Parliament and thereafter assented by the President of the Republic of Maldives. After laws have taken effect, subsidiary legislation, or guidelines may be published, from time to time, by Government authorities and the respective line ministries charged with implementation of relevant laws.

The Maldives has an adversarial court system. In civil matters both the plaintiff and the defendant are allowed to present their case with supporting evidence and arguments to prove their claim. Once the court has ruled on the matter, the impugning party may further dispute it with an appellate court. The Maldives does not have separate Mercantile Courts for commercial disputes and therefore, most major commercial disputes will have their original jurisdiction in the Civil Court or as established in accordance with the Judicature Act. However, a separate administrative tribunal – the Tax Appeal Tribunal – was created in 2010 as a first instance tribunal for all tax related disputes. Furthermore, the Arbitration Act of Maldives recognizes Arbitration as a form of alternate dispute resolution

Financial Sector of the Maldives

The Maldives Monetary Authority and the Capital Market Development Authority are the regulators of the financial sector of the country.

The financial sector of the Maldives comprises of commercial banks and non-bank financial institutions. The non-bank financial institutions include insurance companies, a finance leasing company, a housing finance company, money remittance companies and payment service providers, the pension fund and companies operating in the capital market.

The Maldives Monetary Authority and the Capital Market Development Authority are the regulators of the financial sector of the country. The CMDA is responsible for regulating and developing the securities market and the pension fund, while all the other financial institutions and service providers are licensed, supervised and regulated by the MMA.

MALDIVES MONETARY

AUTHORITY

The Maldives Monetary Authority is the central bank of the Maldives and the main regulator of the financial sector. It was established on 1st July 1981, under the mandate provided by the MMA Act (1981)

MONETARY POLICY

The MMA is responsible for the formulation and implementation of monetary policy in the Maldives. Under the MMA Act (1981), the main objective of monetary policy is to achieve price stability and to maintain an adequate level of foreign exchange reserves. Under the current monetary policy framework, the MMA uses a fixed exchange rate system with the US dollar as an intermediate target to achieve its policy objective, and in turn intervenes in the foreign exchange market to keep the exchange rate pegged within a stipulated band.

The main monetary policy instruments of the MMA are the minimum reserve requirement, open market operations, foreign currency swaps and the standing facilities: the overnight deposit facility and the overnight lombard facility.

All monetary policy decisions are made by the Board of Directors of the MMA after reviewing the macroeconomic conditions and recommendations made by the Monetary Policy Committee of the Authority.

Ahmed Nashid, the visionary founder and chairman of ADK Group of Companies, has been a trailblazer in private healthcare in the Maldives. He started his career in the Merchant Navy at the age of 17 and travelled the world in the late 1970s. Leveraging his experience and expertise, he transformed ADK Hospital into the country’s leading private healthcare facility, with state-of-theart technology and a vision to become the Maldives’ first quaternary-level medical facility. Under his leadership, the ADK Group has diversified into various industries, including healthcare, pharmaceuticals, real estate, general trading, logistics, and tourism. The recent opening of Oaga Art Resort is a testament to his unwavering commitment to expanding the ADK Group’s business ventures.

In addition to his core businesses, Mr Nashid is a shareholder and active Director of Medianet, a prominent cable TV network in the Maldives. He also co-founded Horizon Fisheries Pvt Ltd to develop and manage Maandhoo Fisheries Complex and chaired the company from 2003 to 2009. Mr Nashid has also been involved in politics, serving as a parliament member for two terms and actively participating in the Constitutional Assembly from 2005 to 2008 in compiling the current Constitution. He formed Jumhooree Party (JP) in 2008, where he served as Deputy President until his resignation in 2012, and subsequently joined the Maldives Democratic Party (MDP).

Mr Nashid firmly believes that the private sector must contribute significantly to the socio-economic development of the nation. In recognition of his accomplishments, he has been awarded the ‘National Encouragement Award’ in 2001, the ‘President’s Tourism Gold Award,’ and the prestigious ‘National Award of Honour’ for healthcare services in 2022 by the government. Today, ADK is a well-recognized brand across numerous fields, and “ADK Nashid” is celebrated for his philanthropic contributions and unwavering commitment to serving the people.

The Company emerged from modest beginnings in 1949 with an installed capacity of only 14Kw & providing electricity to just the residences in Male’ Over the past five decades, STELCO operated as a Government Department under different names, such as the “Dept of Electricity” and “Maldives Electricity Board” in 1997, “State Electric Company Limited” was formed. Initially, the no. of customers was around 50 houses in Male’ throughout the years, the Company’s operations have grown to provide utility services with the addition of water, waste & sewerage networks to the Company’s operations. Currently, STELCO operates 35 powerhouses and eight water and eight sewerage networks in the Greater Male Region and the majority islands of K, AA, ADh and V Atoll.
