oyce D. Owens is Founder and President of Owens Management Systems LLC, a Houston based consulting firm founded in 2004 to provide pre-development services for residential, commercial builders and developers in Southeast Texas. Professional services include: land planning, platting, permit expediting, and construction management. Ms. Owens has a sincere zeal for community development. Since 1998, she has worked with public and private stakeholders to develop neighborhoods, communities and eliminate urban blight in Houston-Harris County Ms. Owens’ commitment to city-wide development has vastly contributed to the development of master- planned communities, single family residential developments as well as commercial and mixed use economic development in urban and suburban settings. Her professional influence extended to her serving as a Harris County Precinct Chairperson and an Election Judge 2008-2009. Her passion for community development continues as she serves as a volunteer charter member of the Houston Permitting Center Advisory Board and several faith based and nonprofit organizations. One of her most prized contributions was serving as executive director for Trinity Bethel, a non profit, faith-based Community Development Corporation. Ms. Owens single-handedly mobilized community stakeholders to organize and implement the Golfcrest-Bellfort-Reveille Super Neighborhood Council 73 to assist the City of Houston with area development. Ms. Owens holds a Bachelor of Arts in Journalism with emphasis on Public Relations from the University of Kansas.
