MESSENGERS OF PEACE INITIATIVES

MESSENGERS OF PEACE HERO AWARD

World Scouting has recognised 25 young people of various countries for their outstanding service and contributions towards building peace and promoting sustainable development in their communities. The young leaders were named Messengers of Peace Heroes and they were awarded in a ceremony held on 06th December 2021 virtually under Scouting’s flagship initiative, Messengers of Peace, which is celebrating 10 years of impact around the world. Mafeking Scout Group of Bangalore, Karnataka State Bharat Scouts and Guides, India was recognised this year 2021 by the World Organisation of the Scout Movement as Messengers of Peace Hero at the Global Level for the efforts taken to contribute to the culture of peace and the Messengers of the Peace. Shri Amar B. Chettri, Joint Director of Scouts (Prog. & Trg.) & Messengers of Peace NSO Coordinator of the Bharat Scouts and Guides, National Headquarters, New Delhi is conferred with ‘Messengers of Peace Special Recognition” this year 2021 by the World Organisation of the Scout Movement for his extraordinary contribution in his role as an Adult Leader in supporting young people creating more peaceful, resilient and sustainable communities in the country andtheworldasawhole.

The award presentation ceremony was held virtually on 6th December, 2021. The award ceremony has honoured the young Messengers of Peace Heroes as well as National Scout Organisation and highlighted stories of their unique community-based projects. The award recognises the service and actions of young people across ve categories related to the Sustainable Development Goals (SDGs): environment, peace-building, life skills, health and well-being, and COVID-19 response. The Bharat Scouts and Guides is continuously working to enhance Messengers of Peace network in the country to create impact of scouting/guidinginthecommunitywithamission—CreatingBetterIndia.

National Level Webinar on “Messengers of Peace Global Network” under WOSM initiatives programme was organized by the Bharat Scouts and Guides National Headquarters on 1st February 2022 via zoom and the same was telecasted live through the ofcial YouTube channel of BSG. Shri P.G.R. Sindhia, Secretary General, President in Council of BSG was the Chief Guest. He highlighted the services rendered by the young people of the BSG. Session on Messengers of Peace initiative was taken by Shri S. Prasanna Srivastava, Director, Organizational Development and Messengers of Peace, WSB – Asia Pacic Support Centre, Ms. Kate C. Aranzamendez, Assistant, Messengers of Peace, WSB – Asia Pacic Support Centre and Shri Madhusudan Avala, WOSM Consultant.

MoP - DISCOVERY WORKSHOP

SCOUTSOFTHEWORLDAWARDDISCOVERYWORKSHOP

The Scouts of the World Award Discovery Workshop was conducted by the Bharat Scouts and Guides, National Headquarters at Doddaballapur, Karnataka from 4th to 8th December 2021 in which 124 participants actively took part. In the history of The Bharat Scouts and Guides, it was the rst-ever workshop organized for young people below 26 years of age. Scouts of the world award is an initiative of the World Organization of the Scout Movement,whichisthehighestawardforanyscoutsandnonscouts received after completing their 80 hours service project and uploading on scout.org. Shri P.G.R. Sindhia, S e c r e t a r y General, President-in-Council BSG and State Chief Commissioner of Karnataka State launched the ofcial website of Scouts of the World Award - India designed by Mr. Ashwin Palani. During the closing ceremony, Mr. M.A. Khalid, Additional Chief National Commissioner of BSG India and Mrs. Radha Venkatesh, State Commissioner (Guide) BSG Karnataka were present. They gave away the participation certicatestoalltheparticipants.

ND2 SCOUTSOFTHEWORLDAWARDDISCOVERYWORKSHOP

2nd Scouts of the World Award Discovery Workshop was organized by the Bharat Scouts and Guides at National Training Centre, Pachmarhi from 16th to 22nd December 2021 in which 72 participants from 13 State Associations of the Bharat Scouts and Guides participated. Messenger of Peace modules and Scouts 4SDGs were introduced to the participants. Introduction to Messenger of Peace Initiative was taken by Mr. Amar B. Chettri, NSO MoP Coordinator. After the introduction, ve MoP Stations – Ale le Song, What Peace means to me, Networking Game, Story Telling and Creating account on www.scout.org were led by the ve moderators – Mrs. Shalini Jain, Mr. Shubham Singh, Mr. Ritesh Agarwal, Ms. Priyanka Prajapat and Mr. Karthik Ramachandran under the supervision of Mr. Madhusudan Avala. 4SDGs introduction and Patrimonito Badge was taken by Mr. Madhusudan Avala, and SDG Hub was introduced to the participants. 17 SDGs were facilitated by the moderators. Participants of the workshop took part in the GrandCampreandpresentedtheCulturesofIndia.

YOUTH COLLOQUIUM

The Bharat Scouts and Guides have always believed in the concept of Learning by doing. The youth Colloquium has provided Ample opportunity to young people to get an exposure of intellectual scouting and provide knowledge on policy and decision making at various levels. The youth Colloquium focused on empowering young people to be self-fullled active citizens and take the lead when it comes to youth programs or policies. The aim of the forum was to inculcating the habit of diversity and Inclusion among young Adults. The colloquium played a role in providing young people with the opportunity to express their views, make changes in their community andtakeresponsibilityfordecisionsthataffecttheirlives.

The Colloquium was executed in three levels – State, Regional and National. (a) State level – where the Members of District Youth Committee joined and participated. (b) Regional Level – on recommendation of the State association the Best Rovers, Rangers joined as observer and Members of State youth Committee joined at the regional level youth Colloquium as delegates. Number of Sub Teams wereformedtoensurethesmoothfuntioningoftheColloquiumatallLevelswhichincludesTechnicalTeam, Registration and Reporting team, Program Team, Documentation Team, Social media publicity Team, Designingteamandafewmore.

The forum was a beautiful kaleidoscope of varying program at all Levels which will include 01) Discussion on National Education Policy and Change of BSG Uniform (A) Formation of Youth Committee (B) Role of the young people in BSG (3) understanding SDG’s (4) better World framework (5) conict and time Management (6) Session on Earth Tribe (7) structural Organization and places of decision making (8) initiatives of BSG in collaborating with partner Organizations etc. (09) Cultural Programme – Region wise or Regional Headquarters is free to add or delete the subject for Colloquium. The entire programme was run on Zoom andwasFBlive.

Youth Colloquium conducted at State Level, Regional Level and National Level in which 222 Scouts, Guides, Rovers and Rangers participated. They recommended their own uniform colour, the addition or deletion in the Boy girl programme and also chalked the events they would like to be part. The youth of BSG came up with various innovative Ideas and decision were madeforthembythem.

FBSGSTUDIOINAUGURATION

Eastern Regional Headquarters of The Bharat Scouts and Guides has set up BSG Studio in Kolkata under the guidance and motivation of Director Shri Rajkumar Kaushik with full support and guidance from the National Headquarters of the Bharat Scouts and Guides for smooth running of the virtual events and the ofcial YouTube Channel of BSG, India. This studio will help to record the BS&G NEWS and YouTube programme, which will prove to be a new milestone of BSG India. It was inaugurated by Mr. Shyamal Kumar Biswas, National Commissioner of Scouts (Adult Resources) and Director,BSGon3rdSeptember2021.

ELICITATIONCEREMONY

The Bharat Scouts and Guides created history by organising a Felicitation Ceremony for Young People on 2nd September 2021 at Eastern Regional Headquarters, Ganganagar who contributed towards the Initiatives of YouTube Programme. Mr. Shyamal Kumar Biswas, National Commissioner of Scouts (Adult Resources), Mr. Raj Kumar Kaushik, Director BSG and Mr. Probodh Ranjan Biswas, State Organising Commissioner (Scout) were welcomed with General Salute followed by BSG Prayer. Mr. Shyamal Kumar Biswas inaugurated the ceremony by lighting the lamp and blessed the gathering. The Cultural Programme waspresentedbyMs.DeepanjaliPramanickfromEasternRailway and Ms. Sakshi Sharma from East Central Railway. Ms. Rashmi Bharati and Ms. Swati Singh shared their experience in Yoga with BSG Team and gave a positive approach to the audience. Mr. Akash Bharati, Ms Rajni Sharma and Mr. Shubham Singh from Eastern Railway were felicitated with Hoodies for their exceptional contribution in Plastic Tide Turner Initiative launchedbytheBharatScoutsandGuidesin2020-21.

The Bharat Scouts and Guides, National Headquarters conducted National Level Appreciation Certicate Presentation 2020-21 for the members of YOGA with BSG, who played the valuable roles for successfully organising the virtual programme at State Training Centre, Ganganagar, Kolkata from 02nd to 03rd September 2021. Shri Raj Kumar Kaushik, Director, Bharat Scouts and Guides distributed the certicates to the participants. 35 Rovers, Rangers, Unit leaders and Yoga Expert participated in this programme. The National Youth Committee of The Bharat Scouts and Guides organised a virtual Career Counselling event - "How to choose the best career for you?" on 4th June, 2021. Dr. Vikas Divyakirti, Director and CEO of Drishti IAS was the Guest Speaker. Col. Vembu Shankar, a Rashtrapati Scout was the Guest for the evening. Mr. M A Khalid, Additional CNC, BSG India, blessed the event by his address to the youth. This webinar by National Youth Committee broke all the records and got more than 10,500 registrations and maximum number of viewers watching live. It was a wonderful webinar where several career opportunities were discussed and avividsessiononUPSCwasalsotaken.

This event was for Scouts, Guides, Rovers, and Rangers, to get their views as well as guide them towards choosing a career which provides the opportunity to express their skills and talents in the correct eld so that Youth will start their career with utmost condence and positivity. This webinar was organized on 4th June, 2021 via Zoom and YouTube channel of BSG. The Bharat Scouts and Guides, National Headquarters has designed specially "I am a global citizen” – a series of webinars on Sustainable Development Goals (SDG) to orient the members of BSG and to adopt SDG as per the needs of the community and give exposure to the members of BSG. The webinar was inaugurated by Dr. Ranoj Pegu, Hon'ble Minister of Education, Welfare of Plain Tribe & Backward Classes (non-BTC), Govt. of Assam on 7th June in the presence of, Shri M. A. Khalid, KAS (Retd.) Addl. Chief National Commissioner, BSG. The Webinar was blessed by DR. Pankaj Mittal, National Commissioner (Ranger), Dr. J. C. Mohanty, IAS (Retd.), International Commissioner (S), Smt. Amelia Swer, International Commissioner (G), Dr.(Smt.) V. Vijayalakshmi National Commissioner(G) and other state ofcials. About 2.5 K viewers attendedthewebinarsregularly.

The 3rd Webinar on Career Counselling entitled “Career Opportunities in the Indian Air Force” was organised on 31st August, 2021. The series of webinar on career counselling is the initiative of the National Youth Committee of the Bharat Scouts and Guides. In all 5577 candidates registered for the Webinar. The webinar was on Google Meet and was also live streamed on BSG Youtube Channel. The Webinar “Career Opportunities in the Indian Air Force” was organised with the support of Ministry of Defence, Govt. of India. The DISHA Cell, Air Headquarters (Vayu Bhawan), New Delhi deputed Wing Commander Sneha Singh as theresourcespeakertodeliverasession.

“EARTHTRIBE”WEBINAR

National Level Webinar on “Earth Tribe” under WOSM initiatives programme was organized by the Bharat Scouts and Guides National Headquarters on 16th February 2022 via zoom and the same was telecasted live through the ofcial YouTube channel of BSG. A video to pay a tribute to Lord Ganesh was showcased to mark the beginning of the programme. Then, session on the Earth Tribe Initiative was taken by Ms. Cynthia Marquez, Senior Manager, Educational Initiatives and Messengers of Peace. The session covered all the elements of the earth tribe initiative – the Champions for Nature Challenge, the Tide Turners Plastic Challenge and the Scouts Go Solar Programme and she also explained the participants to upload the projects undertaken by them in www.sdgs.scout.org platform. An inspiring video, showcasing the activities undertaken by the members of the Bharat Scouts and Guides in implementing the Earth Tribe Initiativewashighlightedtoinspirethemtotakemoreactivities.

The webinar on “Scouts Go Solar” as part of the WOSM Initiatives series was organized at the national level on 1st March 2022 on Zoom and telecasted live on YouTube channel of The Bharat Scouts and Guides. Shri Kali Prasad Mishra, Vice President BSG India and the State Chief Commissioner, Odisha BSG was the Chief Guest. The resource person for the event,

Bernz De Leon - National Programme Commissioner for Community Base Scouting, Boy Scouts of Philippines, engaged the participants in an interactive manner to communicate information about the Scouts Go Solar Initiative. The objectives/goals and its role in furthering the SDGs was the starting point and moved further with information about various levels of Scouts Go Solar. The activities included games, road shows, exhibitions and developments in the initiative to create awareness about the initiative. The reference materials for the same were shared with the participants who served as a starting point for further awareness creation. Few videos on the efforts undertaken on Scouts Go Solar from across the world were sharedtomotivatetheattendeesandviewers.

He introduced a special website for the members of the Bharat Scouts and Guides i.e. www.swaindia.co.in to register and start working and uploading the information. A video was then shown showcasing and highlighting the two SW Award Workshops organized by the BharatScoutsandGuidesatKarnatakaandPachmarhi.

TH TH 15 JUNE-7 INTERNATIONALDAYOFYOGA

The Bharat Scouts and Guides celebrated IDY at Regional Level/State Level. Considering the Pandemic situation, BSG, NHQ had organized a seven-day programme to celebrate 7th IDY. Competitions in Yoga, Online Essay Writing, Online Painting/Poster Making, Online Extempore/Elocution were held. 288 Cubs, Bulbuls, Scouts, Guides, Rovers, Rangers and Unit Leaders below 30 years registered for different competitions. Yoga competition was held in 03 levels. Level - 1 included uploading individual or group video of performing any Asana or B P six with the theme Yoga for healthy life. Out of 216 contestants 89 were selected for the level 2. Level 2 competition was held on regional level and the online competitions wereheldbyallthe6regionsofBSG.

Northernregionalsoorganizedtheregionalroundoftheyogacompetition,whichwasinauguratedbyMs. Vimla Meghwal, Vice President, BSG-India on 15th June 2021. Dr. K.P. Mishra, Vice President, BSG India and State Chief Commissioner, Odisha State inaugurated the regional competition within the Eastern Region. The North- East Regional Competition was inaugurated by Shri Chandrajit Saikia, National Advisor (Railway Affairs), BSG India & State Chief Commissioner, BSG N. F. Rly and Principal Chief Personnel Ofcer, N.F. Railway and central region’s yoga competition was inaugurated by Shri Paras Chandra Jain, State Chief Commissioner, Madhya Pradesh. Shri Manish Kumar Mehta, National Commissioner of Coordination (Headquarters) and State Commissioner of Scouts, Gujarat inaugurated the Western Regional Yoga Competition and the Southern Region’s Yoga Competition was inaugurated by Dr. Harish L. Metha, National Commissioner of Growth & Resources (Headquarters) and State Commissioner of Scouts, Tamil Nadu. TheThemeoftheLevel-2-RegionalRoundwas“ILoveYoga”.

TH TH 16 OCTOBER-55 WORLDSANGAMDAY

National Headquarters of the Bharat scouts and Guides celebrated the 55th Sangam Day on 16th October 2021.Videos were played covering all the ve World centres and a virtual tour to Sangam world centre, Pune India. A video was played showing the activities of 6 Niveditha unit. Later an interview session was held with Miss. Priyanka who was an active volunteer of Sangam and who also visited Pax Lodge. She also sharedherexperience.

TH12 JANUARY- NATIONALYOUTHDAYAS“NATIONALYOUTHFEST2022”

Bharat Scouts and Guides, India organized a virtual celebration of National Youth Day as “National Youth Fest 2022” on 12th January 2022 in which more than 500 young people took part via Zoom and through the ofcial YouTube Channel of BSG. The Chief Guest virtually inaugurated the event and blessed the participants. He highlightedthe ethics of Swami Vivekananda and reminded the youth about Swamiji’s Speech at Chicago – “Youth is the power of the Nation.” He expected the young people to be physically t, mentally strong andshouldhavegoodcondenceinthem.

A Patanjali Yogpeeth and National Yogasana sport Federation, supported by Ministry of AYUSH, Govt. of India has organized “750 million Suryanamaskars” Project where yoga enthusiasts from across the world were invited to perform a total of over 750 million Suryanamaskars. As a part of this initiative, live demonstration of Surya Namaskar was shown by Team Yoga with BSG in which the 12 basic asanas of Suryanamaskar were demonstrated to the participants to make them learn about the poses. On the initiative of Ministry of Youth Affairs & Sports, Govt. of India for the launch of Clean India Project, National Headquarters of the Bharat Scouts and Guides has organized Clean India Project starting from Unit to National levels. Cleaning of Statues, ponds, rivers, railway tracks, etc. were the primary targets of young people who amidst this covid pandemic became the frontline warriors in not only ghting covid 19 but also also initiating these initiatives of the Bharat Scouts and Guides for creating a better world and for bringing about a change.

BSG – DIGITAL SMART GENERATION, SURF SMART 2.0

INTRODUCTION:

The Bharat Scouts and Guides along with the World Association of Girl Guides and Girl Scouts started on the Surf Smart 2.0 Generation Digital project. It’s a non-formal education curriculum to support young people to connect safely and positively online. It’s a unique resource which will ensure a generation of Younghavetheknowledgeandskillstoprotectthemselvesandothersonline.

Participants will explore how they can use the internet as a member of Generation Digital; not only to communicate,learnandhavefunbutalsotoraisetheirvoicesasresponsiblecitizensoftheworld.

Bytheendoftheirjourney,theywillhaveearnedtheirSurfSmart2.0badgeandlearnt:

BSG embarked on the journey from October 2021 with Virtual Master Trainers training on the curriculum. There are 5 main sessions and #BETHECHANGEONLINE activity in the curriculum. Around 75 members including Rovers, Rangers and Unit Leaders participated and were trained.

Mr. Rakshit Tandon, Founder, Director, Hacker Shala Head Capacity Building imparted his valued Knowledge and experience.

National Level Virtual workshops were also conducted in regional languages like Malayalam, Hindi, Assamese,Odia,Kannada,BengaliandMarathi.

INTERNATIONALSURFSMART2.0CARNIVAL2022:

As the world came near due to Covid the BSG team facilitated to have a virtual carnival to interact with participants from countries like Tunisia, Madagascar and Nepal where they learnt about being safe digitally as well as understanding the cultural diversity with other countries and made friends. Special goodies were made to motivate the state trainers and the facilitators to reach the grassroot. As soon as the Unlock was announced ofine activities were conducted.

The Her World, Her Voice Programme’s mission is to invole girls from the under represented community and enabling all girls and young women toreachtheirfullpotentialandbeactivecitizens ofthesociety. Thethreekeypillarsoftheprojectare–

“EQUITY”–

Improving and extending national training, programmes, and opportunities; towards WAGGGS’s vision that every girl and any girl can participate in Girl Guiding/Girl Scouting. Ensuring rangers from underrepresented communities can access support. Girls from underrepresented communities have a high scope but the challenge we face is unit leaders are busy with other commitments and girls are yet not empowered to take decisionsontheirown.

Learning – To begin with, Capacity Building Training of Unit Leaders and Senior Ranger Mates to expedite thereachtoGirlsandYoungWomeninthecommunities.

“ENGAGEMENT”–

Under BSG and UNICEF partnership we are ensuring the voices of Youth Especially Girls & Young Women in India are counted and heard by enrolling them on U-Reporter. It is a free-to-use platform for interaction and is available on Telegram, Facebook, WhatsApp, and Instagram. For Active Participation, U-Reports earn U points, a Certicate from UNICEF for completion of tasks, and opportunities to be part of Global and National Events. WAGGGS and U-Report India Team’s support for UReport was very positive and helpful which lead us to be two steps ahead in reaching the girls and young women. Ms. Ines Maria Goncalves, U-Report Advocacy Manager has provided effective training and constant support in launchingpollsandkeepingtheyouthengaged.

v Menstrual Hygiene Management #MHM – May 2021: Menstrual Hygiene quiz was to test the knowledge & perception of menstrual health awareness among girls and boys. As we started the poll in the same month responses were less despite translating the poll into 12 regional languages. As results not only girls but boys were equally keen to understand menstruation, menstrual hygiene, and how they can supportwomenduringtheirperiods.

v International Day of Girl Child STEM poll October 2021: IDG 2021 we focused on taking opinions from youth about girls in Science, Technology, Engineering, and Maths elds. The participation had improved. Upon asking girls “Why do you think some girls don’t follow their STEM dreams?” 23% said –Gender Stereotypes, 13% - Discrimination, 24% - Family Pressure, 18% Cost of STEM education. Upon askingboys“DoyouthinkgirlscanbeasgoodasboysinSTEMCareers?”87%said–YES.

Climate Change and Gender Equality Poll January 2022: As this poll was launched globally and nationally at the same time with better preparation and promotion it turned out to be unique and effective. CO-DESIGNTEAMASCLIMATECHANGEAMBASSADOR: We explored the topic together and identied what was missing in the climate change discussion from the girls' perspective. We then wrote a questionnaire, asking more than 80 girls from 13 countries to vote on the questions they believed were the most important to include in the poll. This was how the consultation was created! I consulted ofine poll in India at SchoolsandSlumArea.

SCOUT WING

During the year 2021-2022, the National Training Centre Pachmarhi conducted 17 courses (including 02 online ROT). Due to Corona pandemic and summer, physical courses could not be organized. Two online ROT (SW) courses were conducted for Tamil Nadu and Karnataka in August and September 2022. One physical ROT (SW) was conducted at STC Jaipur in August, 2022 by the Dy. Director(S)Ldr.Trg.

The physical courses started from October, 2022 onwards and continued till Feb, 2022. Himalaya Wood Badge courses, Course for Leader Trainers, Course for Assistant Leader Trainers were conducted. Scouts of World Award Discovery (MOP), and specialized courses on First Aid, Mapping, Pioneering and Signalling were conducted at NTC Pachmarhi. In spite of corona threat, a good participation was there in NTC Pachmarhi. Boy / Girl Review Workshop and Trainers MeetwereconductedinFeb,2022.

NTC has entered 306 Training Study certicates in record, 622 HWB Certicates were prepared and issued 479 Parchments. Honourable charges were issued to 82 Assistant Leader Trainers and 17 Leader Trainers during the year 2021-22. HWB Course Recognition and Authorization was issued to some major states who were in need of HWB Coursesintheirstate.

Round the year support was given to the states (physical and online as per their need) and STCs (S) for strengthening their training teams and all possible support was provided to the Assistant Directorsforrunningtheirregioneffectively.

GUIDE WING

During the year 2021-2022 the Bharat Scouts and Guides, National Training Centre, Pachmarhi, Madhya Pradesh organised 04 Online Courses and 05ResidentialCourses.

Two ROT (G) Courses were organised on Zoom in which68trainersattendedfrom15States.

Two Pre-ALT (G) Courses were organised on Zoom in which 87 Unit Leaders attended from 25 States attended. Five residential courses were organised. One LT (G) Course was conducted with 48 candidates from 17 States. HWB Course- Bulbul Section with 22 candidates from 06 States; Guide Section 101 candidates from 14 States; Ranger Section 28 candidates from 12 States participated. One ALT (G) Course was conducted with 65 candidates from 14 States. Boy/Girl Review Programme was organised with 21 Trainers from 10 States. 47 trainers from 14 states attended the TrainersMeet.

During the year Bulbul 62, Guide 290 & Ranger 48 Parchments were issued. 24 ALT Hon’ble Charges (Bulbul 03, Guide 18 & Rangers 03) were issued.27 LT Hon’ble Charges (Bulbul 03, Guide 23& Rangers 01)wereissued.

NATIONAL ADVENTURE INSTITUTE

PACHMARHI

The Adventure Programmes are being conducted by National Adventure Institute Pachmarhi for the youth throughout the year. During 2021-2022, twenty-one National Adventure Programmes in which youth from different institutions of our country including Sainik School, Army School, Navodoya Vidyalaya and uniformed members from 24 state associations participated. Participation of youth was from Education Department, Government of Chhattisgarh, Government of Haryana Sports and Youth department, Govt. of Haryana, and other education institutes. All total of 1931 youth participated in 20212022.

GADPURI

National Youth Complex Gadpuri conducts Adventure Programmes for the youth throughout the year. During 20212022, four camps were conducted under the Theme of FIT INDIA. Around 500 participants participated from various states. A service camp was also organized at Gadpuri and the camps were conducted at Manali, Himachal Pradesh. Various activities like Snow activities were conducted along with the adventure activities and hike to various historicalplaces.

KURSEONG

National Adventure Institute Kurseong Darjeeling conducted fteen National Adventure programmes were successfully in which 794 participants from different states of India participated. Apart from the above “National Level Service camp for Rovers of Railways” was also organised at

Kurseong, Darjeeling with 45 participants, in which eight Railway states participated. During the programme the participants visited Himalayan Institutes of adventure and participated in the various adventure activities along with localsightseeingandhike.

SKILL DEVELOPMENT PROJECTS

DEEN DAYAL UPADHYAY GRAMEEN KAUSHALYA YOJNA (DDU-GKY)

The Bharat Scouts and Guides empaneled with Ministry of Rural Development to train and place the rural poor youth under DDUGKY Scheme in the state of Haryana and Uttar Pradesh on 25th October 2019 and 28th August 2020 respectively. BSG is sanctioned project of Rs. 1.95 Crores with a target of 219 candidates in the district of Hisar and Sirsa in Haryana and 3.69 Crores with a target of 540 candidates in the district of Prayagraj, Lucknow, Ayodhya,Fatehpur,Kaushambi,Pratapgarh,Sonbhadr a,Mirzapur, Bhadohi, Varanasi, Jaunpur, Chandauli, Amethi,SultanpurandRaeBareliinUttarPradesh.

In Haryana 86 candidates are Successfully trained in Hisar and 55 candidates placed at different location under wage employment. Training of 70 candidates is successfully commenced in Sirsa in the month of August 2022. In Uttar Pradesh 108 candidates are successfully trainer in Prayagraj and next slot of 108 candidates is under training. Placement process under wage employment is ongoing for the successfullypassedcandidates.

HSDM – SURYA (STT-SHORT TERM TRAINING) & RPL (RECOGNITION OF PRIOR LEARNING)

The Bharat Scouts and Guides empaneled with Haryana Skill Development Mission to train and place 4200 candidates in Surya Scheme under Short term training module having project cost of Rs. 10 Crores and 25000 candidates under RPL (Recognition of Prior Learning) module having project cost of Rs. 6.4 Crores on 25th November 2021. The training of 3000 candidatesiscommencedandongoingsmoothly.

DIGITAL LITERACY ACROSS INDIA

HP WoW project supports the Indian Government’s Digital India initiative to transform the country into a digitally empowered society, knowledge an- economy. On 1st July 2015, the Government of India have launched the Digital India Initiative. The Digital India initiative mainly consists of three com- ponents that form the fundamental characteristics of the programme: universal digital literacy, delivering all government services to the citizens digitally, and development of secure and stable digital infrastructure. Theinitiativealsoaimstoconnectruralareaswithhigh-speedinternetnetworks.

The project is currently being run at Hasanpur village of Haryana. The programme focuses on digital literacy of the youth, the women and the children of the community. We have also tied up with NIIT Foundation, to provide Tally GST training to the youth in the community. This aids their employment as well. Hence, the project not only aims at digital literacy of the community but also to ensure employment of the youth through skil ling. The learners in the bus are also trained in soft skills and over all development. Apart fromthis,theprojectalsocaterstovariouscommunityawarenessprogrammes.

The project is implemented by The Bharat Scouts and Guides, National Headquarters, New Delhi. At Hasanpur village of Haryana in association with Moga Devi Mindra Group and HP and completed three BatchesasperTablehereunder.

MEMBERSHIP GROWTH

INTRODUCTION

The Scouting movement in India aims to create a better India in terms of better citizens and a better community through providing value-based and challenging youth programs for the youth. We keep focusing on the 360-degree development of youth in terms of spiritual, moral, social, cultural, mental, and physical health. The Scout Guide Movement is one of the most prominent leading Educational Youth Movement. India is the 5th highest youth populous county, where around 522 million people are under 25years of age and considered youth. As of 2022, we have a male youth population of approximately 27 Crores, and our current Scout membership is 37 Lakhs in India. Still, we have a vast potential to reach 26.63 Crores untapped male youth. Looking toward this potential opportunity and organizational development,BSGMembershipGrowthPlancameintothepicture.

DYNAMISM

The BSG Membership Growth Plan was initiated from our Honorable Secretary General of WOSM Mr. Ahmad Alhendawi’ sappeal and the dream of our Honourable President Dr Anil Kumar Jain and Honourable Chief National Commissioner Dr K. K. Khandelwal, to reach 1 Crore census (i.e. 60 lakhs members for Scout Wing & 40 lakhs members for Guide Wing) by 2025. It is a dynamic 5years project plan with a clear vision supported by APR and funded by WOSMundertheMessengerofPeaceproject.

FIRSTMOVE

Under the guidance of WOSM, the National Headquarters of the Bharat Scouts and Guides developed a National Growth Strategy with clear objectives and action plans for Membership Growth and established aseparateMembershipGrowthCellattheNationalHeadquartersinthemonthofFebruary2021withthree staffandShriArupSarkar–DeputyDirectorofScouts(BoyProgramme)appointedasaGrowthManager.

DRILLING1STGROWTHCOORDINATORSWORKSHOP

The rst training program for the State Growth Coordinators was held from 23 to 25 March 2021 at NHQ, New Delhi, where 19 states participated and got all the tactics on Membership Growth, Recruitment and RetentionfromtheWOSMconsultants(bothphysically&virtually)andNHQprofessionals.

2NDGROWTHCOORDINATORSWORKSHOP

The Second State Growth Coordinators Workshop was held from 19 to 21 September 2021 at NHQ, New Delhi, where 15 states participated and got trained on Membership Growth tactics from the WOSM consultants(virtually)andNHQprofessionals.

GROWTH FACILITATORS &COORDINATORSWORKSHOP

After the completion of two successful workshops,we conducted a workshop for State Membership Growth Facilitators and Rover/Ranger State Coordinators at Southern Railway, STC, Chennai, from 26 to 30 September 2021, to provide training to the Facilitators and Rover/Ranger Coordinators so that they can get to know their roles, responsibilities and job description, knowledge and skills from all the aspects that they were going to implement in their respective institutions/districts/states and 24 Facilitators and 6 Rover/RangerCoordinatorsgottrainedduringtheworkshop.

ACHIEVEMENT

From the master plan, we set the short-term target and submitted the plan in Phases to WOSM. Within these 14 months, we have conducted various activities under BSG Membership Growth – Spear 4.5 million ScoutsPhase–IandIIproject.Wetrained14,437new Adults in the Beginners course through our focus states, out of which 7273 Adult leaders opened new units/registered with OYMS and 1,79,617 Young membersjoinedtheorganization.

We have appointed State Membership Growth Coordinators in every state, drafted state growth strategies, developed resource materials for membership growth, reviewed youth programs and adult training schemes, reviewed the Adults in Scouting policy, prepared job proles for professionals and volunteers. We also conducted 85 virtual Scouting advancement cycles (Progressive Training), World Scout Youth Programme, (WOSM initiatives), Carrier Counselling programme for young members, and revampourBSGWebsite.

CONCLUSION

Due to the second wave of Covid all the schools and colleges were closed and initially we were facing problems to implement the project in the states. Our team tried their level best with the help of Regional Headquarters to implement the project and achieved the project objectives. Few of the activities we were not able to complete in time due to covid challenge but we conducted virtual programmes for our young members for their retention in the organisation as well as conducted virtual adult leaders training courses. We took initiatives with UGC and AUI to open Rovers Rangers unit in all colleges and universities. We developed online Beginners course platform too for the promotion of scouting. The support we received during these period for the project from WOSM and APRwascommendable.

Virtual workshops with Rajasthan State regarding Sankalp 2.0 and U-Reporter registration were conducted on 15th May, 2021 with 68 participants. Regional Level Virtual World Environment Day of Central and Western Region was celebrated on 05th June, 2022 in which 34 participantsattendedtheprogramme.

Regional Level Virtual Baal Mahotsav for Cub / Bulbuls of Central & Western Region has been organized from 29th to 30th June, 2021. 718 participants including unit leaders registered for the Baal Mahotsav. Opening Ceremony was held on 29th June, 2021 Hon’ble Minister Mrs. Vibhavariben Dave, State Woman & child Development, Education & Pilgrimage Government of Gujarat, has inaugurated the Baal Mahotsav. Mr. Karenvir Bohra, Indian Film & Television Actor blessed the participants as Chief Guest and Mr.

Regional Level Workshop on TTPC Hero Level was conducted on 12th January, 2022 to commemorate National Youth Day. 46 candidates from Regional

During the year 65529 Saplings were planted by Scouts, Guides and Unit Leaders of Kendriya Vidyalaya Sangathan State Bharat Scouts and Guides. 69 units of blood was donated by the members of the Association. 1288 Schools, colleges, hospitals, public statues, public places (Markets, slum areas) etc. were cleaned by Scouts and Guides under Swachh Bharat Mission. 702 Awareness Programmes on Water Conservation were organised with 19419 participants. 2441 Scouts, Guides and Unit Leaders participated in 61 programmes to support “Indradhanush” Immunization an initiative of the Govt. of India duringtheyear2021-2022.

Vijayan inaugurated the Snehabhavan Project and handed over the keys of 30 houses to the homeless students on 02nd October, 2021. A three-day Virtual District Level Executives Meet cum Project Co-ordinators Workshop was organised by Meghalaya Bharat Scouts and Guides from 26th to 28th July, 2021 with 60 attendees. The State organised virtual meeting of District Secretaries on 09th July, 2021 and discussed on OYMS. State Level Virtual Youth Colloquium was organised bytheStateon 20th July,2021. Members of Northern Railway State Bharat Scouts and Guides helped in Covid vaccination at Central Hospital, Divisions and workshops from 21st August to 04th September, 2021.Beginners Course and webinar on Surf Smart 2.0 was organised by the State. Basic and Advanced Courses for Rover Scout Leaders were organised at STC, Raiwala for 45 candidates. President Scout/Guide/Rover and Ranger Certicate Examinations were conducted at STC, Rawala in which 67 candidates participated.

NORTHCENTRALRAILWAY

Swachhta Pakhwara was organised under Swacch Rail, Swachh Bharat Campaign from 16th Sept. to

District with 35 members. The State organised Rover/Rangers Service at STC, Subedarganj. Know your Heritage and Nature Study Tour were organised in Chitrakoot with 150 participants. Rashtrapati Scout, Guide, Rover, Ranger Certicate Examination was conducted at DTC, Mathura from 03rd to 05th March, 2022 in which 21Scouts, Guides, Rovers and Rangers participated. Basic Course for Scout Masters and Advanced Course for Rover Scout Leaders were conductedbytheState.

North Eastern Railway State Bharat Scouts and Guides organised Basic Course for Cub Master, Advanced Course for Rover Scout Leader and Advanced Course for Guide Captain from 8th to 14th March, 2022 in which 8 Cub Masters, 9 Rover Scout Leaders and 11 Guide Captains

NORTHWESTERNRAILWAY

North Western Railway State Bharat Scouts and Guides organised State Level Integration Camp at N.W.R. Community Hall, Jagatpura, Jaipur from 18th to 21st October, 2021. Jaipur, Ajmer, Bikaner and Jodhpur Division of the State organised Salam India

November, 2021 at State Training Centre, Maligaon in which 146 participants attended from 10 districts of the State. All the districts participated in various activities of Azadi Ka Amrit Mahotsav in December, 2021. Rovers and Leaders of N.F. Railway rendered their valuable services in providing Water Bottles, Food items, carrying and passing of oxygen cylinders etc. at the time of derailment/devastatingaccidents.

ODISHA

State Level Dance Festival was organised at State Headquarter Bhubaneswar from 8th to 11th December, 2021 which was joined by more than

Cycle Rally on the occasion of Bharat Scouts and Guides Foundation Day on 07th November, 2021. State Executive Committee Meeting was held on 12th January, 2022. 36 Scouts, Guides, Rover and Rangers took part in the National Integration Camps organised at NYC, Gadpuri and Kolkata to commemorateAzadiKaAmritMahotsava.

NORTHEASTFRONTIERRAILWAY

All the districts of Northeast Frontier Railway Bharat Scouts and Guides actively participated in Clean India Project and cleaned the River, School Campus and River Bridges etc. The Headquarters District Association of the state had organised a Camp-Craft Competition on 22nd August, 2021 with 54 Scouts and Guides took part. State Level Camporee was organised from 06th to 08th

500 participants. First State Level Rover Ranger Camp Fiesta was held from 27th to 31st March, 2022. 10 Basic Training Courses for Scout Masters, Guide Captains, Rover Scout Leaders and Ranger Leaders were conducted and 250 Unit Leaders were trained. 06 Advanced Training Course for Cub Masters, Scout Masters, Flock Leaders and Guide Captains were conducted in which 92 Unit Leaders were trained. 02 Special Pioneering Courses were conducted with 120 members. The Odisha State Bharat Scouts and Guides organised National Integration cum District Rally, Coastal trekking, Blood Donation, Jala Seva Shivir, Swachh Bharat Abhiyan, Hiking Progrmme, Fit India, Skill Training and various Digital Competitions and Webinarsetc.

Bharat Scouts and Guides, Puducherry State Association organised State Level President

2021. Annual General Meeting of the State Association was held at Seminar Hall, Himalayan Pharmacy Institute, Majhitar, Rangpo, Sikkim on

Scouts/Guides Award Testing Camp from 25th to 27th March, 2022 in which 03 Scouts & 14 Guides participated. Shri P.T. Rudra Goud, Director of School Education and State Chief Commissioner of the State Association wished the participants of the testingcamp.

RAJASTHAN

6141 Scouts/Guides/Rovers and Rangers received Rajya Puraskar Award. 3416 Cubs and 2513 Bulbuls received Chaturth Charan & Heerak Pankh Certicates. 439 Cubs and 364 Bulbuls received Golden Arrow Award. Rajya Puraskar Training Camp for Scouts, Guides, Rovers and Rangers, Rover/Ranger Meet, President Scout/Guide/Rover/Ranger Certicate Examination were organised by Rajasthan State Bharat Scouts and Guides. 2782 members p a r t i c i p a t e d i n 3 4 a c t i v i t i e s . 3 2 4 1 Scouters/Guiders were trained in Basic, Advanced and Himalaya Wood Badge Training Courses. 17,07,876 participants took part in Tree Plantation, Removal of Single Use Plastic, SwachhataAbhiyanandAzadiKaAmritMahotsav.

SIKKIM

Sikkim State Bharat Scouts and Guides Virtual State Level Youth Colloquium was held on 18th July,

29th August, 2021. The State Association has organised President Guides Certicate Examination Testing Camp at Himalayan Home-II Majhitar, Rangpo, Sikkim from 13th to 15th January, 2022.

SOUTHERNRAILWAY

Virtual Chaturth Charan/Heerak Pankh Testing Camp for 120 Cubs & Bulbuls was organised. Adult Leaders Training Courses for Scout and Guide Wing were conducted at State Training Centre, Mandapam & HCTC, Perambur in which 94 Unit Leaders were trained. State Level Testing Camp for President Award Certicate for 130 Scouts, Guides, Rovers and Rangers were conducted at HCTC, Perambur from 06th to 10th March, 2022. 49th State Rally & 22nd Camporee was conducted at Railway Sports Ground, Golden Rock, Trichy from 23rd to 26th March, 2022 in which 700 Scouts,

41 Scout Units & 38 Guide Units for Prime Minister Shield Competition and 05 Rover Units and 04 Ranger Units were registered for Up-Rashtrapati Award Competition by Tamil Nadu State Bharat Scouts and Guides during the year 2021-2022. The State has three State Training Centres and 14 District Centres. On the occasion of Republic Day2022 Hon’ble Education Minister Shri Anbil Mages Poyyamozhi recommended Government to grant

ofcials from each district participated. Virtual Meeting of district ofcials to adopt new policy of National Headquarters for Rashtrapati Scouts & Guides was organised by the State on 25th and 30th July, 2021. UPS Team of Telangana State BSG organised virtual meeting “HER WORLD HER VOICE”. A physical meeting of all the district ofcials of the state was organised at the State Headquarters, Domalguda to discuss on New Education Policy and Scouting curriculum. TRIPURA

The Bharat Scouts and Guides Tripura State conducted District Level Patrol Leaders` Training Camp from 22nd to 25th Februry, 2022 at West Tripura in which Scouts and Guides actively participated. The state organised vaccination camp for Scouts, Guides, Rovers and Rangers at

districts of the State and 128 Unit Leaders were benetted. Advanced Scout Masters, Guides

Captains, Rover Scout Leader and Rangers Leader Training Courses were conducted in 12 districts of the State with 337 participants. 264 Introductory courses were organised with 2391 participants in 37 districts of the state. 05 Beginners Courses were organisedwith167participantsinvedistricts.

UTTARAKHAND

West District Youth Affairs and Sports ofce. The Rovers and Rangers sanitized Police Station and Covid positive patients` home as well. They prepared handmade masks and handed over them tolocaladministration.

UTTARPRADESH

State Level Rover/Ranger Samagam was held at Bundelkhand University, Jhansi from 04th to 06th April, 2021. Online District Organising Commissioners Workshop was conducted from 28th to 30th June, 2021.Online Patrol Leaders Course was organised from 06th to 10th July, 2021. Basic Scout Masters & Guide Captains Training Courses were conducted in 27 districts of the state and 1221 Unit Leaders were trained. Basic Cub Masters and Flock Leaders Training Courses were conducted in Ballia and Meerut Districts with 43 participants. Basic Rover Scout Leaders & Ranger Leaders Training Courses were conducted in 04

Uttarakhand State Bharat Scouts and Guides organised one online and offline Rajya Puraskar Testing Camp with 149 Scouts & Guides. 03 offline Nipun Rover/Ranger Testing Camps were organised with 286 participants. One Rajya Puraskar Testing Camp for Rovers and Rangers was organised from 21st to 25th January, 2022 at STC,

Bhopalpani, Dehradoon with 35 Rovers and Rangers. 46 Scouts, Guides and 03 Rovers participated in two State Level Rashtrapati Award Testing Camps at STC, Bhopalpani. Online Youth Membership System Workshop for all districts for the

WESTBENGAL

Webinar on “Amra Korbo Joy” based on Covid-19 and issue related to daily life was organised on 20th July, 2021. About 950 Scouts, Guides, Rovers, Rangers, Adult Leaders including ofce Bearers and ofcials of West Bengal State attended in the webinar. The Rovers and Unit Leaders from various districts of West Bengal extended their support to the rural children and YAAS Cyclone affected people. ‘Masti Ki Pathshala’ a virtual workshop on Origami and Magic specially designed for Cubs and Bulbuls was organised on 18th July, 2021. 720 Cubs and Bulbuls from all most all the districts of the stateparticipatedintheworkshop.

WESTERNRAILWAY

Dwitiya Sopan Scouts Camp was organised by Bhavnagar Division of Western Railway State Bharat Scouts and Guides at Manali in which 50 Scouts participated. District Adventure Programme

was organised at Girnar, Junagadh & Sasan Gir with 30 participants. Awareness Rally was organised by AhmedabadDivisionon 23rd July,2021 under Aadi Ka Amrit Mahotsav. 21 Scouts/Guides participated in Nature Study Trekking Camp at Manali. Dwitiy Sopan Training cum Adventure Camp was organised at Mount Abu from 27th February to 03rd March, 2022 in which 54 participants took part. 55 people donated 37 Unit Blood at Pratap Nagar RailwayHospital,Vadodara.

WESTCENTRALRAILWAY

West Central Railway State Bharat Scouts and Guides organised Health Awareness Seminar at District Scout Den, Jabalpur on 11th July, 2021 in which 50 members participated. Fourth State Rally was organised at Kota with 250 Scouts, Guides, Rovers and Rangers. Disaster Training Course was organised at Scout Den, Jabalpur from 26th to 28th November, 2021 with 50 participants. Refresher Course was organised for 45 Unit Leaders. State Level Rashtrapati Testing Camp was conducted for 03 members at Jabalpur. State Level Cultural Programme was organised to commemorate Azadi Ka Amrit Mahotsav at Jabalpur from 24th to 26th March,2022inwhich150participantstookpart.

Word Thinking Day, World Environment Day, International Day of Yoga, Earth Day, Foundation Day, Independence Day, Republic Day, World Scout Scarf Day and other days of National importance werecelebratedbyalltheunitsofBharatScoutsandGuidesinalltheState.

This year rates of uniform articles has been reduce to provide better and authenticsupply.

A variety of Scout Guide Equipment including uniform paraphernalia, badges are available in the department. Efforts were made to standardize the badges with computerised design and borders to bring themtotheinternationalstandardT-Shirts,P-capandRucksacksforNationaladventureprogrammeswere alsopreparedbythedepartment.Differentsouvenirsandqualityproductsalsointroduced.

We have come up with many designer products with BSG logo and have supplied customised products and WSC-2021 and WSYF-2021 DelegationKits.Suppliedadventure equipments,campequipmentsand fewspecialitemsforBSG,Uttrakhand.

The Bharat Scouts & Guides receive annual grant from Govt. of India every year for its activities. The Financial Assistance received from Govt. of India this year i.e. 2021-2022 is Rs. 37.50 Lacs. An amount of Rs. 37.50 Lacs was released by the Ministry during the year. Our actual expenditure on this head has been tothetuneofRs.38.07LacsagainstthesanctionedGrant.

The Membership Census in respect of Scout Wing has been decreased from 38,34,950 in 2020-2021 to 31,55,013 in2021-2022.Thereisandecreaseof6,79,937membersintheyeari.e.17.73%.

Out of 53 States/Districts, only 39 States have submitted their Census Reports. There are 22 States whose census has gone down compared to the last year. 14 States/Districts Census were not received at NHQ andlastyearcensusgurestakeninthestatementtillpreparationofthereport.

GUIDE WING

TheMembershipCensusofGuideWing hasbeendecreasedfrom24,16,030in2020-2021 to19,84,000 in2021-2022.Thereisandecreaseof4,32,030membersintheyeari.e. 17.88%.

Outof53States/Districts,only39StateshavesubmittedtheirCensusReports.TheCensusof19Stateshas gone down compared to the last year. 14 States/Districts Census were not received at NHQ and last year censusgurestakeninthestatementtillpreparationofthereport.
